Following a thorough inspection, an official report by the Hanoi City Inspectorate (Report No. 6354/BC-TTTP(P5), dated December 10, 2024) brought to light several issues pertaining to a grievance petition. Subsequently, the Hanoi People’s Committee, through their Official Dispatch No. 588/TB-VP on January 21, 2025, took decisive action. Chaired by Chairman Tran Sy Thanh, a special meeting was convened to address challenges and expedite the progress of the project. This culminated in Decision No. 902/QD-UBND, issued on February 24, 2025, authorizing the Hanoi Transport Project Management Unit to sign an amended contract for the construction of the Ring Road 2.5 (Dam Hong – National Highway 1A) in Hoang Mai district.

On May 9, 2025, a significant milestone was reached with the official extension of the BT contract until the end of the first quarter of 2026. Marking another pivotal moment, Hoang Ha Construction Company, the project investor, held a groundbreaking ceremony for the Ring Road 2.5 on May 27, 2025, at 325 Ngo 192 Le Trong Tan, Dinh Cong ward, Hoang Mai district, Hanoi. This event not only underscored the project’s progress but also demonstrated the investor’s unwavering commitment following the contract extension granted by the Hanoi People’s Committee.

Spanning a length of 2.06 km, the Ring Road 2.5 (Dam Hong – National Highway 1A) holds strategic importance in Hanoi’s transportation network. Connecting Dam Hong (Thanh Xuan district) to National Highway 1A via Song Lu, this road boasts a total investment of over VND 1,300 billion and is developed through a build-transfer (BT) contract. The project’s compensation is in the form of the New Dai Kim – Dinh Cong Expanded North and Northwest Urban Area Project (Giai Phong – Nguyen Xien section).

Initially commenced in 2014 with an anticipated completion date of 2017, the project encountered setbacks and was suspended in 2020, having achieved only about 40% of its physical progress. The suspension was attributed to the non-extension of the contract and the pending approval of the adjusted feasibility study report.

Confronted with this prolonged impasse, the Chairman of the Hanoi People’s Committee took decisive action, instructing relevant departments and Hoang Mai district authorities to collaborate closely with the investor to resolve legal entanglements and address grievances, particularly pertaining to land clearance and the BT investment mechanism. After months of meticulous scrutiny, the city officially extended the BT contract until the end of the first quarter of 2026, providing the necessary legal framework for the investor to resume project implementation.

Complementing these efforts, the city administration also emphasized heightened construction supervision and mandated regular progress reports from involved entities to ensure adherence to the project schedule and quality standards.

With the complete land clearance, the contract extension, and a clear political determination, the BT Road Ring Road 2.5 project from Dam Hong to National Highway 1A and the corresponding New Dai Kim – Dinh Cong Expanded North and Northwest Urban Area Project are poised for a remarkable revival after years of stagnation. Both the public and the authorities eagerly anticipate a modern road network that will foster the development of southern Hanoi.

According to the investor’s representative, upon receiving the official notification from the city administration, the concerned units promptly mobilized human resources, machinery, and equipment while formulating a detailed implementation plan for each phase. Construction plans have been adjusted to align with the new circumstances, ensuring adherence to the project schedule and quality standards. A “round-the-clock” work ethos has been instilled among the contractors and supervision consultants, united by the goal of completing the project within the stipulated timeframe.

The Ring Road 2.5, once considered a stalled project, is now witnessing a powerful resurgence, carrying the hopes and aspirations of a modern, seamlessly connected, and sustainably developing urban landscape.
