In the afternoon of June 3rd, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee on the draft Resolution of the Government on the scope and targets for saving regular expenditures from the state budget in 2025.
Previously, Resolution No. 192/2025 of the National Assembly on supplementing the socio-economic development plan for 2025 set a growth target of 8% and above. Resolution 01 of 2025 by the Government also mandated thorough savings in regular expenditures.

Most recently, the Prime Minister requested the Ministry of Finance to urgently and seriously review the plan for saving regular state budget expenditures in 2025, taking into account the savings achieved in 2024. Based on this, the Ministry is to propose a plan to save regular state budget expenditures in 2025, ensuring further thorough savings and anti-wastefulness.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that from the savings in regular expenditures in 2024, the Government has allocated approximately VND 6,000 billion to contribute to the goal of eradicating temporary and dilapidated houses nationwide in 2025.
The Prime Minister emphasized that in 2025, we continue to save regular expenditures to allocate more resources to large projects and important tasks. This also encourages the entire country, all levels, sectors, and the people to practice thrift, thus contributing to the construction and development of the country in line with the Party’s policies and the latest article “Practicing Thrift” by General Secretary To Lam.
The Prime Minister assigned the Ministry of Finance to coordinate with the Government Office to continue refining the draft Resolution for submission to the Government. He also proposed that the Government report to the competent authority for a decision on the use of the saved funds, specifically suggesting to supplement the investment in the Lao Cai – Hanoi – Hai Phong railway project, which is planned to commence construction by the end of 2025.
