
North Ninh Police announced the arrest of 36-year-old Nguyen Xuan Luyen from Dai Bai village, Gia Binh district, on charges of “fraudulent appropriation of property.”
According to the North Ninh Provincial Police, the Department of Economic, Corruption, and Environmental Crime Investigation has decided to prosecute and arrest Nguyen Xuan Luyen, 36, from Dai Bai village, Dai Bai commune, Gia Binh district, for “fraudulently appropriating assets.”
During a comprehensive review and handling of environmental law violations, the Department discovered several facilities in Dai Bai craft village, Gia Binh district, illegally dumping slag. The Police coordinated with the provincial Department of Construction to determine the amount of waste and hired Nguyen Van Luyen, an excavator operator, to remove the slag.
Luyen, seizing on local households’ fears of environmental law violations, devised a scheme to defraud them. He pretended to have connections with the police and offered to protect these households from inspections and fines, ultimately extorting VND 280 million from two aluminum production and recycling households in Dai Bai commune.
The case is under further investigation by the Provincial Police’s Department of Economic, Corruption, and Environmental Crime Investigation, who also advised local residents to be vigilant and cooperative with the authorities in identifying similar fraudulent activities.
