On June 3, 2025, in Hanoi, Vietnam Electricity (EVN), the Project Management Unit for Power Projects No. 3 (EVNPMB3), and the winning contractor consortium signed a contract for the XL04-TAMR bid package: Construction of the Tri An Expanded Hydropower Plant Project (Tri An Expanded Hydropower Plant Project) in Dong Nai province.
This is the last cascade hydropower plant on the Dong Nai River and is currently the largest hydropower plant in the South, which has been approved by the Prime Minister in the National Power Development Plan for the period 2021 – 2030, with a vision to 2050 (Power Development Plan 8).
The project is invested by EVN and directly managed by the Project Management Unit for Power Projects No. 3 (EVNPMB3). The contractor consortium includes Lung Lo General Construction Joint Stock Company (the leading member of the consortium), Song Da Corporation, SCI E&C Joint Stock Company, Construction Joint Stock Company 47, Truong Son Construction Corporation, and LILAMA 10 Joint Stock Company.
The Tri An Expanded Hydropower Plant Project has a total investment of VND 3,965 billion, with an installed capacity of 200 MW (including 2 units x 100 MW). The project’s capital sources include: about 30% of self-arranged capital from the investor and about 70% of commercial loans from the German Reconstruction Bank (KfW) and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV).
The expected progress of the project is to put the first turbine into operation in Q3/2027, the second turbine in Q4/2027, and complete the entire project in Q4/2027.

The XL04-TAMR bid package is the main package of the Project, with the main scope of work including: intake canal, intake gate, pressure pipe, hydropower plant; discharge canal, connection of the plant with the existing power system, construction items serving construction…
To promote the internal forces of domestic enterprises, this bid package is organized for domestic open bidding through a network. The winning bidder, the XL04-TAMR Bid Package Consortium, has the capacity and experience to undertake the project with a contract value of VND 1,451 billion, a contract implementation period of 960 days, and a schedule for putting the first turbine into operation on September 30, 2027, and the second turbine and completion of the entire project on December 31, 2027.
Speaking at the signing ceremony, EVN leaders said that this is one of EVN’s key projects implemented in 2025. During the process of preparing for investment and implementing the project, EVN has received the attention and close direction of the Government, the Ministry of Industry and Trade, and the Ministry of Finance, as well as the support and close coordination of the People’s Committee and the Departments of Dong Nai province to build construction plans, select suitable contractors, and ensure safety requirements, progress, and quality of the project.
EVN assigns EVNPMB3 and the XL04-TAMR Bid Package Consortium to organize project management and construction, ensuring compliance with quality, safety, and environmental protection requirements, focusing resources and equipment to accelerate progress, and striving to complete the project as planned.
The signing ceremony of the construction contract of the Tri An Expanded Hydropower Plant Project is an important premise for the Project Management Unit and the Contractor Consortium to deploy site clearance and implement related items of the project, striving to ensure the progress towards the goal of starting the project on the occasion of the 80th anniversary of the August Revolution and National Day, September 2nd.
The Tri An Expanded Hydropower Plant Project will increase the capacity to mobilize capacity for the Southern load, especially during peak hours, contributing to improving the operating mode of the power system. Thus, it helps reduce the production cost of the national power system, maximize the flow capacity by limiting annual excess discharge, reduce CO2 emissions, reduce the intensity of operation of the units of the existing plant, and prolong the equipment life.
