The meeting was attended by Politburo members, Central Committee members, Deputy Prime Ministers, Government members, and leaders of ministries and governmental agencies.

During the meeting, the Standing Government and delegates discussed draft reports on socio-economic development, public investment allocation and disbursement, and the implementation of national target programs in May and the first five months of 2025.

The reports and opinions presented at the meeting unanimously assessed that in May and the first five months, the Government, the Prime Minister, ministries, sectors, and localities have focused on vigorously, synchronously, and effectively implementing resolutions and directives of the Party Central Committee, the Politburo, the Party Secretariat, and the National Assembly. A substantial amount of complex work has been completed within a short period, demonstrating a strong resolve to address issues to the very end. The Government has also shown agility and decisiveness in responding to emerging issues, along with steadfastness in goals, flexibility in strategies, and solutions to safeguard national sovereignty, security, and the interests of the people.

As a result, the economy has maintained its growth momentum, with macroeconomic stability, controlled inflation, and ensured major balances. Many indicators and indices have shown improvement compared to the previous month and the same period last year.

The implementation of the three strategic breakthroughs in institutions, infrastructure, and human resources, along with the “four pillars” in accordance with important resolutions of the Politburo, and the promotion of new growth drivers, have continued to be pushed strongly, achieving notable results.

Culture, society, and people’s material and spiritual lives continued to receive attention. National defense and security were maintained and strengthened. Foreign affairs and international integration continued to be deployed vigorously, actively, and effectively.

Overall, the situation in May and the first five months has achieved many positive results, completing a large volume of urgent work to respond promptly and vigorously to global and regional developments, while carrying out a revolution in organizational apparatus and local administrative boundaries and establishing a new foundation for development.

However, the economy is forecast to continue facing difficulties and challenges. The workload and scope of work in June and the third quarter of 2025 are very large, with many revolutionary and unprecedented tasks.

Therefore, ministries, sectors, and localities need to continue to高度发扬责任精神, with high determination and great efforts, to synchronously, smoothly, timely, and effectively implement assigned tasks. It is necessary to be more proactive, active, resolute, and thorough in performing the set goals and tasks, striving to achieve the highest growth rate in the second quarter of 2025 to realize the growth target of 8% or more for 2025.

Concluding the meeting, Prime Minister Pham Minh Chinh analyzed and emphasized additional points on: The efforts of ministries, sectors, agencies, and localities, especially the heads, in implementing the tasks; continuing to update statistical data; assessing the situation, direction, and administration in May and the past time; outstanding results in socio-economic development, limitations, and inadequacies; lessons learned; forecasting the situation in the coming time; and key tasks and breakthrough solutions in various fields…

Prime Minister Pham Minh Chinh requested the Ministry of Finance and the Government Office to absorb the opinions at the meeting and for ministries and agencies to continue contributing to complete the reports and the draft Resolution of the regular Government meeting in May 2025, ensuring the 6 criteria of clarity: clear person, clear job, clear time, clear responsibility, clear product, and clear authority.
