At the conclusion of the meeting on the city’s socio-economic situation for May and tasks and solutions for June, held on the afternoon of June 3rd, Chairman of the Ho Chi Minh City People’s Committee, Nguyen Van Duoc, acknowledged that alongside the achievements in the first months of the year, there were also shortcomings and limitations, which, “if properly addressed, could have led to much higher accomplishments.”
He continued to emphasize that public investment remains a “weakness and an issue” that has not been effectively addressed as hoped. Up until now, the city is still among the lowest performers in this regard, with similar outcomes in April and May.
“I’m not sure about June, even though we have been very determined, even replacing the leaders of several units. The city leadership will manage based on efficiency and results, and if we observe ineffectiveness, we will take measures to replace personnel,” Mr. Duoc stressed.
At the beginning of the meeting, Mr. Duoc assessed the city’s public investment disbursement as “poor,” with only over 10% disbursed in the first five months.

The Chairman of the Ho Chi Minh City People’s Committee shared that he, too, would be held accountable if he did not perform well, and the Government would take action, “it’s not something that can be dragged on.” He considered this to be a matter of fairness for the common good.
“We cannot allow a situation where, for three or four consecutive months, every time we meet with the Government, Ho Chi Minh City is criticized. The Prime Minister talks about the need for speed, but we are slow. I’m embarrassed sitting through these meetings,” Mr. Duoc said, requesting that the heads of related departments be more determined in this regard.
The Chairman of the Ho Chi Minh City People’s Committee pointed out that the city’s capital needs for investment are enormous, and if they work vigorously, the allocated capital will not be sufficient, but in the end, “there is always a surplus every year.” Mr. Duoc acknowledged that this bottleneck, which has persisted, has kept the city lagging.

Mr. Duoc requested that the departments be less meticulous and stringent in approving projects to avoid delays. He also suggested that the capital allocation be reviewed for appropriateness. Meanwhile, the Department of Finance is tasked with developing a list of key projects that utilize significant capital sources and setting disbursement targets for public investment by unit and by project.
“Definitely, by the end of June, the second quarter’s disbursement must reach 30%. I’m not asking for three shifts and four groups, working on weekends and holidays, but only for officials to concentrate their efforts during the eight-hour workday to promote work,” Mr. Duoc requested.
In preparation for the elimination of the district level on July 1st and the province’s integration on August 15th, in addition to the preparations by the Ho Chi Minh City Party Committee and People’s Committee, Mr. Nguyen Van Duoc requested that the departments take the initiative and prepare in advance. He pointed out that all departments must proactively coordinate with their corresponding departments in the neighboring provinces to prepare in terms of personnel, office space, administrative procedures, and the handover of assets, among other things.
“These are matters that need to be proactive and prepared in advance, and we cannot rely solely on the People’s Committee to handle everything. The city will take care of the general framework, but each department must take the initiative,” Mr. Duoc emphasized.
