The Binh Phuoc Province’s Investment Project Management Board is the investor and organizer of the bidding process for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (Binh Phuoc section).
Mr. Dinh Tien Hai, Director of the Binh Phuoc Province’s Investment Project Management Board, shared that a Ministry of Finance inspection team will be working with the Board and related units from June 4 to 6. The team comprises leaders from the Bidding Management Department (Ministry of Finance) and the Economics and Investment Management Department (Ministry of Construction).

The inspection will cover various aspects, including bidding documents, evaluation results, handling of complaints during the bidding process, and the expertise and experience of the evaluation team.
Prior to this, on May 26, Son Hai Corporation sent a document to the Binh Phuoc Province’s Investment Project Management Board, the People’s Committee of Binh Phuoc Province, and related units, objecting to the results of the bidding process for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, specifically the section passing through Binh Phuoc Province.
Son Hai Corporation, despite offering the lowest bid, was not awarded the contract. Instead, the bid was won by the company with the highest offer.
Son Hai Corporation alleged that the investor showed signs of violating bidding regulations, potentially leading to significant state budget losses amounting to over VND 113 billion. They voiced their opposition to the investor’s decision.
In response to Son Hai Corporation’s reaction, Mr. Dinh Tien Hai, Director of the Binh Phuoc Province’s Investment Project Management Board, affirmed that the bidding process was conducted transparently and openly online.
Specifically, Van Phu Consulting Joint Stock Company was the consultant responsible for preparing the bidding documents and evaluating the bids, and they also established the evaluation team.
On February 24, 2025, the Binh Phuoc Province’s Investment Project Management Board approved the bidding documents for the package on the National Bidding Network. These documents were modified and re-approved on March 6, 2025, and subsequently issued publicly.
On March 17, 2025, the package was opened for online bidding, with the participation of five bidders: Son Hai Corporation, Cienco 4 Joint Stock Company, IB2500057961 High-Speed Consortium, Binh Phuoc Expressway Joint Venture, and Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Joint Venture.
During the evaluation of the bids, some issues requiring clarification arose. The Project Management Board handled these matters according to regulations and sought guidance from relevant agencies.
Responses were received from the Bidding Management Department on April 17, 2025, the Economics and Investment Management Department on April 29, 2025, and the Vietnam Register on May 5, 2025.
On May 6, 2025, the evaluation team submitted their evaluation report on the National Bidding Network as per regulations. Based on this report, the Project Management Board conducted an appraisal and approved the bidding results on the same network.
The bidding results, along with the comprehensive evaluation report from the evaluation team, were also publicized on the National Bidding Network.
The winning bid was submitted by the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Joint Venture, with a value of VND 866.46 billion, saving VND 14.26 billion (a reduction of 1.62%). The other bidders were disqualified because their electronic bids did not meet the technical requirements specified in the electronic bidding documents.
According to Mr. Hai, bidders who have concerns about the evaluation of their electronic bids can follow the procedures outlined in Articles 90 and 91 of the 2023 Bidding Law to address their grievances.
Up to now, the Management Board has received a complaint from Son Hai Corporation and will handle it according to the law.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project spans 70 kilometers across three provinces: Ho Chi Minh City, Binh Duong, and Binh Phuoc. With a total investment of VND 25,000 billion, it is a key transportation project of significant importance to the socioeconomic development of the Eastern South region.
The section passing through Binh Phuoc Province is approximately 6.6 kilometers long, designed for a speed of 100 km/h, and comprises four lanes.
Starting at the border with Binh Duong Province and ending in Chon Thanh town (Binh Phuoc Province), the project has a total capital of VND 1,474 billion, with VND 1,000 billion expected to come from the central government budget and the remainder from local budgets.
The project is scheduled to be implemented from 2024 to 2026. In 2024, the focus will be on investment preparation, approval of investment policies, feasibility studies, contractor selection, and construction commencement. In 2025-2026, construction will continue, aiming for project completion and operation by the end of 2026.
