The Ho Chi Minh City Ring Road 3 project spans over 47 km, with a 14 km stretch passing through Thu Duc City. This phase 1 section is being constructed as an elevated highway with four lanes.

This route starts from the interchange with the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, traversing Thu Duc City, and concluding at Tan Van Junction bordering Binh Duong Province. The photo depicts the interchange between the expressway and Ring Road 3, marking the beginning of the section traversing Thu Duc.

VTC News reporters in early June captured the construction progress at the interchange between the Ho Chi Minh City – Long Thanh – Dau Giay Expressway and Ring Road 3. The bridge’s spans are in the final stages, with essential components like pillars and beams installed. Contractors are expediting work on the bridge deck and other tasks to meet the technical opening schedule.

Construction teams are focused on the bridge deck works while simultaneously accelerating auxiliary components such as railings, lighting systems, and drainage to ensure adherence to the technical opening timeline.

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Management Authority for Transportation Works Construction, shared that the Ring Road 3 section traversing the city is divided into 14 construction packages, encompassing 10 main packages and 4 packages for operational and exploitation purposes.

Along the entire route through Thu Duc, hundreds of engineers and workers are tirelessly constructing foundation, pedestal, pier, and girder components to ensure timely completion.

The entire Ho Chi Minh City Ring Road 3 project is being executed in a “3 shifts, 4 teams” manner, with continuous day and night construction. Crews are focused on finalizing the elevated section while also preparing for earthworks and roadbed reinforcement on the ground-level segments.

A portion of the Ring Road 3 passes through the Vinhomes Grand Park mega-urban area in Thu Duc City.

About 1 km away, toward Nguyen Xien Street, dozens of piers for the elevated road in Long Binh Ward have been completed, awaiting girder installation. This is a crucial step to expedite the construction of this section.

From an aerial perspective, the Ring Road 3 section traversing Long Binh and Long Thanh My wards in Thu Duc City showcases its distinct directions and trajectory.

During the 365-day and night construction campaign to expedite the Ring Road 3 project through Ho Chi Minh City, city leaders instructed shortening the timeline. They aim to open nearly 15 km of the elevated road through Thu Duc by the end of 2025.

Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, emphasized the strategic importance of Ring Road 3 in inter-regional transportation. He shared that the current timeline set by the investor targets the technical opening of the elevated section by the end of 2025. However, the city aspires to expedite the process to alleviate traffic congestion in the eastern part of the city. Completing this road also contributes to national goals, with expectations of reaching a total of 3,000 km of expressways by 2025.

A bright spot in the project is the Tan Van Interchange (connecting Ho Chi Minh City and Binh Duong), the endpoint of the Ring Road 3 section through Thu Duc. Contractors are actively working on this complex and largest interchange on the route, aiming for substantial completion by the end of this year. This three-level interchange requires synchronized investment to maximize its connectivity potential.
Optimizing Road Maintenance Funds: Addressing the Slow Disbursement
As of May 31, 2025, the Vietnam Road Administration will submit a report to the relevant authorities, proposing adjustments to the maintenance plan and budget estimate for 2025. The report will recommend reallocating funds from projects that have experienced delays due to subjective reasons to projects with higher needs and disbursement capacity.
