Speaking at the opening of the conference, Lieutenant General Nguyen Van Long, Deputy Minister of Public Security and Permanent Vice Chairman of the Steering Committee 57, said that: In the past time, under the leadership of the Party and State, the People’s Public Security Force (PPSF) has had many policies to promote the application and development of science and technology in digital transformation, actively participate in the Fourth Industrial Revolution and achieve important results.

Leaders, officers and soldiers of the Public Security units and localities have realized the pioneering and exemplary role in the national digital transformation. Typically, the Ministry of Public Security has built and operated the National Database on Population, advising the Government to deploy Project 06 as a premise to build the National Data Center, the foundation of the national digital transformation.

After more than two months of establishment of the Steering Committee 57 of the Ministry of Public Security, the work on science and technology development, innovation, digital transformation and Project 06 in the PPSF has achieved some positive results.
Specifically, VNeID has so far provided dozens of utilities with tens of millions of identified accounts; recently piloted biometric identification at Terminal 3, Tan Son Nhat International Airport, Ho Chi Minh City; collecting people’s opinions on amending the Constitution with tens of millions of participants.
From the implementation of Project 06, the Ministry of Public Security has proactively reviewed and proposed the simplification of administrative procedures for hundreds of procedures. In addition, the construction of the National Data Center is strongly directed and has achieved some initial results.
The legal framework for digital transformation continues to be reviewed and improved, and a number of documents guiding the implementation of the Law on Data are being focused on construction; works related to the Law on Protection of Personal Data, amendment and supplementation of the Law on Protection of State Secrets, consolidation of the Law on Cyber Security and the Law on Information Security…
Regarding the provision of public services by the public security sector, the Public Security Services Portal continues to maintain a high rate of online application receipt (average of 5 million dossiers/month, the online rate reaches over 95%…). At the same time, continue to maintain uninterrupted provision of 47 online public services in five new fields received from ministries and branches (Issuance of criminal record cards; Ensuring information security, cyber security; Testing and granting driver’s licenses; Ensuring aviation security)…

Speaking at the conference, delegates focused on evaluating the situation and proposing solutions to make breakthroughs in the development of science and technology, innovation, digital transformation and Project 06 in the coming time, such as: Strengthening the application of VneID for socio-economic development and crime prevention; National standards for cyber security; Research and application of technology to expand the subjects using the automatic gate system in entry and exit at airports…

Need to soon research and propose the Law on AI, the Law on Data Security
In the coming time, the Minister of Public Security requested the whole force to unify the perception of the position, role and importance of the task of developing science and technology, innovation, digital transformation and Project 06; determine this is a key task, reflecting the exemplary and pioneering role of the whole force, the capacity and combat strength of each Party organization, and the results are an important criterion for evaluating the capacity of the heads of all levels in the PPSF.
Leaders and commanders at all levels in the PPSF must raise their sense of responsibility; units with direct tasks must ensure the progress and quality of each assigned task.
The whole PPSF actively deploys to ensure the progress of professional software, software for converting working status to an electronic environment; strongly promote the movement of digital literacy, strongly promote the role of Youth Union and Women’s Union, creating a vibrant emulation movement, “voluntary”, “self-conscious” in the whole PPSF on digital transformation. Strengthening the Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06 from the Steering Committee for Digital Transformation of Public Security units and localities. Each Party committee has a specialized resolution to lead and direct the implementation of this task. At the same time, unify the perception of the main tasks of developing science and technology, innovation, digital transformation and Project 06 of the PPSF, including: Tasks of developing science and technology, innovation, digital transformation in which the PPSF is the advisor and core force. In which, promoting the role of the Standing Office of Project 06, assigning, coordinating and urging the implementation of tasks of ministries, branches and localities to ensure progress, quality, achieving set goals and requirements.

Actively research and explore to maximize the value, find breakthroughs and innovations, and contribute to the development of the country from the process of advising and implementing Project 06 as well as developing products from the National Data Center.
Along with that, focus on completing the legal framework for science and technology development, innovation, digital transformation, thoroughly removing bottlenecks and obstacles in 2025.
In addition, it is necessary to speed up the construction and amendment of the Law on Protection of State Secrets, the consolidation of the Law on Cyber Security and Information Security, the proposal to amend the Law on Cryptography, and soon research and propose the Law on AI, the Law on Data Security… regulations on new issues to promote the development of science and technology, innovation and digital transformation…
