“During the same period last year, we disbursed VND 143,000 billion out of over VND 630,000 billion, with a disbursement rate of only about 21.68%. This year, the Prime Minister has assigned a target of over VND 800,000 billion, of which we have disbursed nearly VND 200,000 billion, achieving a disbursement rate of about 24.3%,” said Deputy Minister Trung at the press conference.

According to him, this result is thanks to the participation and efforts of all levels, sectors, and central and local agencies, but most importantly, it is due to the strong direction of the Government and the Prime Minister. The Prime Minister and Deputy Prime Ministers, as well as ministers, have continuously monitored, inspected, and removed obstacles for investment projects.

Every month, the Ministry of Finance has to report and accompany the Government leaders to focus on removing difficulties for investment projects. As a result, the trend of disbursement of public investment capital in April-May 2025 has improved. Most recently, on May 20, 2025, the Prime Minister chaired a conference on promoting the disbursement of public investment capital.

The Deputy Minister said that the Ministry of Finance cannot promote the disbursement of public investment capital alone and needs the consensus and efforts of ministries, central agencies, and localities to achieve the target of 100% disbursement.

In terms of institutions, at this session, the Ministry of Finance submitted to the Government to submit to the National Assembly a draft law amending seven laws, including two very important contents related to the Law on Investment and the Law on Public Investment.

“First, we decentralize, devolve, and clearly define responsibilities and functions, while simplifying procedures, especially in the stages of appraisal, approval, payment, and settlement; then we build corresponding decrees to promptly implement them when the National Assembly passes the law,” said Deputy Minister Do Thanh Trung.

“Second, the Ministry of Finance has issued guiding documents and worked with other ministries to build decrees to ensure the implementation of the revolution of administrative reform to two levels.

“Third, the Ministry of Finance focuses on coordinating with ministries to identify obstacles and difficulties related to compensation, site clearance, and early inventory and census; material and price work; and other specialized regulations.”

At the same time, the Ministry of Finance also ensures the timely adjustment of planning, capital adjustment, and allocation to meet the demands of projects, identifying projects with high disbursement potential and those with no disbursement potential to promote capital disbursement as quickly as possible.”

The Deputy Minister shared that the Ministry of Finance also hopes to receive close coordination from media agencies to promptly convey the contents of adjusted regulations and achieve the target of disbursing 100% of public investment capital.
