Prime Minister Pham Minh Chinh made the above statement in his concluding remarks at the regular Government meeting for May, held on the morning of June 4, according to the Electronic Government Newspaper.

The Prime Minister acknowledged that the results for May were generally better than those of the previous month, and the achievements of the first five months of 2025 surpassed those of the same period in 2024 across all sectors.

According to the Prime Minister, these outcomes were made possible by the leadership of the Politburo, the Secretariat, and the General Secretary; the close and effective coordination of agencies within the political system, especially the National Assembly; and the spirit of effort, high determination, resolute actions, and a focus on key tasks by the Government, its members, ministries, sectors, and local authorities.

Looking ahead, the Prime Minister foresees a context of continuing challenges and difficulties, with opportunities and favorable conditions intertwined but outweighed by the challenges. The global economy is projected to face significant difficulties and slow down (IMF forecasts a growth rate of only 2.8%), while Vietnam aims for a growth rate of 8% or higher in 2025 and a double-digit rate in the following years.

Assigning specific tasks to ministries and sectors, the Prime Minister instructed the Ministry of Culture, Sports and Tourism to take the lead in closely coordinating with other ministries, sectors, and localities to thoroughly prepare and organize activities commemorating the 80th anniversary of National Day. This includes a well-prepared exhibition of socio-economic achievements with the participation of international consultants.

Ministries, agencies, and localities are tasked with preparing for the simultaneous groundbreaking and inauguration of 80 projects nationwide to celebrate 80 years of the August Revolution and National Day on September 2.

The Prime Minister assigned the Ministry of National Defense as the investor of Thanh Son Airport (Ninh Thuan province) and instructed coordination with the Ministry of Transport in the dual-use management and exploitation of this airport.

The Ministry of Education and Training is required to focus on finalizing the report, submission, and draft resolution of the Politburo on education and training; and to organize the 2025 national high school graduation exam and university and college entrance exams effectively.

The Ministry of Health is urged to promptly implement the program of deploying 1,000 doctors to grassroots levels and concentrate on finalizing the report, submission, and draft resolution of the Politburo on health protection, care, population, and development.

Particularly, the Prime Minister advised the Ministry of Health and the Ministry of Education and Training to boldly hand over local health and education facilities and transfer the management of human resources and infrastructure to local authorities. The ministries should focus on performing their state management functions and providing professional guidance from the central to grassroots levels.

Identifying key tasks and solutions for June and the coming period, the Prime Minister emphasized the need to thoroughly prepare for the 9th session of the National Assembly. This includes close coordination with National Assembly agencies, carefully considering the opinions of National Assembly delegates, and perfecting draft laws, resolutions, and reports for submission to the National Assembly. It is imperative to promptly finalize and issue guiding documents.

Ministries and sectors should vigorously and effectively implement the Government’s action program to realize the “four pillars” according to the four resolutions of the Politburo. Regarding institutional obstacles and legal issues, the Prime Minister directed that they must be resolutely addressed, stating, “No matter how challenging, we must resolve them to turn the institution into a competitive advantage.”

“Allocate an additional amount of over VND 20,000 billion to ensure that at least 3% of the budget is spent on science and technology. Encourage, support, protect, and promote the spirit of patriotism, dedication, daring to think, dare to do, and innovation among enterprises, while taking measures to prevent possible violations,” the Prime Minister mentioned.

Another crucial set of tasks highlighted by the head of the Government involves continuing to perfect the institution, streamlining and rearranging the organizational apparatus, promoting administrative reform, and accelerating digital transformation. It is imperative to promptly submit to the Government the decrees on decentralization, devolution, and delineation of authority.

The Prime Minister asked the Ministry of Finance to urgently develop proposals and submit them to the National Assembly regarding mechanisms and policies for utilizing and promoting the efficiency of redundant office buildings after the reorganization of the apparatus and administrative boundaries.

The Prime Minister also directed the continued resolution of lingering and prolonged issues, focusing on handling 2,212 stalled and delayed projects to release resources and prevent waste.
