At the conference on socio-economic situation in the first five months of 2025, held on June 3, Ho Chi Minh City Chairman Nguyen Van Duoc announced that the city will pilot a mechanism for not granting construction permits in areas with detailed planning at a ratio of 1/500.

To implement this pilot program, Chairman of Ho Chi Minh City People’s Committee assigned the Department of Construction to research and propose specific solutions, which are expected to be submitted to the Committee in June 2025. Mr. Nguyen Van Duoc emphasized: “This is a small step for us, but a giant leap for our citizens. If the Department of Construction completes the proposal this June, the Committee will make a decision to implement it, and you will receive immediate recognition for your efforts.”

The city’s leaders also suggested that in areas where detailed planning is not yet available but road boundaries, setbacks, land boundaries, and technical regulations defined by the Ministry of Construction are clear, citizens will only need to register for construction without a permit.

This pilot program of eliminating construction permits is considered by Ho Chi Minh City in the context of the Government’s strong direction on administrative reform in the construction sector.

According to the Prime Minister’s dispatch on May 29, localities need to cut down on construction permit procedures for projects that already have detailed planning at a 1/500 scale or are located in areas with urban designs.

The dispatch also called for the simplification of 361 administrative procedures and 447 business conditions in the construction industry, aiming to reduce at least 30% of processing time, compliance costs, and business conditions in 2025.

At the same time, the Prime Minister directed the enhancement of decentralization for localities in the evaluation and granting of construction permits, streamlining processes, and eliminating unnecessary intermediary steps, especially for projects with clear planning.
