Proposed International Trans-shipment Port in Can Gio
The People’s Committee of Ho Chi Minh City has submitted a proposal to the Party Committee of the People’s Committee regarding the deployment of the Can Gio International Trans-shipment Port project.
Accordingly, the People’s Committee of Ho Chi Minh City proposes that the Party Committee approve the draft proposal to report and recommend to the Ho Chi Minh City Party Committee to unify the direction to continue implementing the Can Gio International Trans-shipment Port project in accordance with legal regulations.
The People’s Committee of Ho Chi Minh City will coordinate with relevant ministries and sectors to complete investment procedures and documents as prescribed.

At the same time, it is recommended that the Party Committee of the City People’s Committee direct the special mechanism to support attracting and retaining strategic investors (MSC Group) within the framework of Resolution 98/2023 of the National Assembly and current laws.
Specifically, incentives in traffic infrastructure, logistics, warehouses; administrative procedure support, shortening investment preparation time; incentives to attract logistics auxiliary enterprises.
The People’s Committee of Ho Chi Minh City also proposed that the Party Committee of the People’s Committee recommend that the Party Committee of the City approve the direction of assigning the People’s Committee of Ho Chi Minh City to lead and direct the relevant departments to review and synchronously update planning (marine space, land use, traffic, environment…) to serve as a legal basis for land and water allocation and investment licensing.
At the same time, direct the strengthening of propaganda and explanation of the meaning and benefits of the project; mobilize the participation of the Party Committee and authorities of Can Gio district in propaganda work, create consensus among the people; build support, compensation, and resettlement policies associated with sustainable livelihood transformation.
The Can Gio International Trans-shipment Port project has been approved in principle by the Prime Minister in Decision 148 dated January 16, 2025. The project proposer is a joint venture between Saigon Port Joint Stock Company and Terminal Investment Limited Holding S.A. (a member of the MSC Group – the world’s largest shipping company).
The People’s Committee of Ho Chi Minh City has organized workshops, field surveys, and consulted experts, scientists, ministries, and localities in the Southeast region and received a high consensus (14/16 opinions of relevant ministries and localities).
The project has been updated in national planning: National Master Plan; Planning for the development of Vietnam’s seaport system; Southeast region planning and Ho Chi Minh City planning.
The Can Gio International Trans-shipment Port will be constructed in Cu Lao Go Con Cho, Can Gio district, with the goal of building and developing the Can Gio International Trans-shipment Port, including services related to the operation of the port, container port, and other services.
The project has a land use area of about 571 hectares, with a project operation period of 50 years from the date of the Decision on the policy. The investment capital is determined based on the proposal for project implementation and the Research Proposal for Can Gio International Trans-shipment Port, and shall not be less than VND 50,000 billion.
