The Prime Minister has recently signed Official Dispatch No. 81, dated June 3, 2025, on the electricity supply situation and solutions for the peak months of 2025 and beyond.

Electricity supply may face challenges due to complex weather conditions.

In the past few days, extreme heat waves across the North and Central regions have led to a surge in electricity demand, with a peak load of 51,672 MW recorded on June 2, 2025, at 1:40 PM, the highest ever.

The impact of climate change and the increasingly complex and unpredictable weather patterns pose significant challenges to ensuring a stable electricity supply in the coming period, especially in the North.

The Prime Minister has instructed the Minister of Industry and Trade to urgently implement the approved adjusted Power Development Plan VIII. The Minister is held fully accountable to the Government and the Prime Minister for ensuring sufficient electricity supply for production, business, and people’s livelihoods.

The Prime Minister has directed investors to expedite the operation of Nhon Trach 3 Thermal Power Plant by June 2025 and Nhon Trach 4 Thermal Power Plant by August 2025. Additionally, the first unit of the Quang Trach 1 Thermal Power Project is to be synchronized to the grid by August 19, 2025.

Investors are also urged to complete construction items affecting water accumulation in Hoa Binh Lake before the flood season, including the enclosure dike and concrete intake gate. They should aim to commission the first and second units of the Hoa Binh Hydropower Plant expansion project by August 19, 2025, and bring them into operation in September 2025.

Investors are expected to accelerate the progress of key projects, targeting to inaugurate the 500 kV Lao Cai – Vinh Yen power line, the 500 kV Hai Phong-Thai Binh power line, and the 220 kV Than Uyen-Lao Cai power line on August 19, 2025.

Within the scope of authority and legal regulations, the Minister of Finance is instructed to guide the Vietnam Electricity (EVN), Vietnam National Oil and Gas Group (PVN), and Vietnam National Coal-Mineral Industries Group (TKV) to coordinate effectively in implementing solutions to ensure electricity supply and properly execute power purchase agreements, coal supply agreements, and gas supply agreements.

The Chairman/General Director of EVN, PVN, TKV, and the Commander of Corps 19 – Ministry of National Defense are requested to further intensify their focus and efforts in executing the assigned power source and grid projects, ensuring progress, quality, efficiency, and environmental protection.
