The Hanoi People’s Committee has issued Decision No. 2786/QD-UBND on adjusting and supplementing the 2025 land use plan for Thanh Xuan District.
Accordingly, the Hanoi People’s Committee added one project with an area of 11ha to the list of works and projects to be implemented in the 2025 land use plan for Thanh Xuan District. This is the Urban Functional Area project at 233, 233B, and 235 Nguyen Trai streets. The project is registered to be implemented by Xavinco Real Estate Joint Stock Company and its partners.
With the addition of this project, the list of projects in the 2025 Land Use Plan now includes 15 projects, with a total area of 26.84ha.

It is known that the site of 223 and 223B covers an area of over 44,727 square meters, while the site of 235 Nguyen Trai is approximately 65,300 square meters.
According to the decision approved by the Hanoi People’s Committee in 2016, the Urban Functional Area project at 233, 233B, and 235 Nguyen Trai (Vinhomes Smart City Nguyen Trai) is to be implemented by a consortium of investors, including Xavinco Real Estate Joint Stock Company, Thang Long Real Estate Investment and Trading Joint Stock Company, and Xalivico Limited Company.
With an area of approximately 11 hectares, Vinhomes Smart City Nguyen Trai is comparable in size to the Royal City urban area on Nguyen Trai Street (12 hectares). The investor is expected to construct buildings ranging from 43 to 46 stories high, with a construction density of about 35%.
