On the morning of June 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting for May 2025 on the socio-economic situation, allocation and disbursement of public investment, and implementation of national target programs in May and the first five months of 2025; key tasks for June 2025 and the coming period.
No tolerance for red tape mentality
Speaking at the meeting, Minister of Construction Tran Hong Minh said that the task of merging the Ministry of Construction and the Ministry of Transport has been basically completed. Many contents and areas of state management in the construction sector have been thoroughly addressed, with a progress of about 70% so far, and the Ministry will continue to finalize them.
Regarding the reduction of administrative procedures, the Ministry of Construction has cut down about 31% of procedures related to the construction sector and will continue to review and streamline more in the future. The Minister of Construction will directly chair meetings on cutting and reducing red tape and asserted that there will be “no tolerance for officials with a mentality of creating more bureaucracy.”
The Ministry of Construction affirmed that it is conducting a thorough and accurate review of administrative procedures, clearly identifying which procedures to cut, reduce, or simplify, without causing additional hurdles for people and businesses.
Regarding the implementation of key national projects, the Minister informed that as of this point, the country has completed 2,238km of expressways, ensuring progress and quality. From now until August 19, for the group of projects expected to be inaugurated, the Ministry of Construction is finalizing the last procedures.
“With the inauguration of six more expressway projects, we will reach nearly 2,800km of expressways by September 2025. The Ministry of Construction commits to working with localities to actively implement these projects, ensuring that by the end of 2025, we will have completed over 3,000km of expressways,” said the Minister.
Key projects are on track
Regarding the progress of the Long Thanh International Airport, the Ministry of Construction shared its excitement over the proactive involvement of Dong Nai province. The People’s Committee of Dong Nai province has assigned officials to directly handle tasks at the construction site. Currently, the construction of the second runway has commenced, and materials are being prepared.
The Bien Hoa-Vung Tau Expressway has also received strong support from local leaders. The Minister of Construction recently inspected the project, and as of now, the road foundation is almost complete, with some sections already asphalted. The project is only delayed by a few overpasses that need to cross power lines for civilian use, and the provincial leaders have committed to resolving this issue within this month.
In terms of preparations for the construction of the Lao Cai-Hanoi-Haiphong railway, the Minister said that localities have been very determined in carrying out site clearance. Currently, about 20 units are conducting geological surveys at the project site. The Ministry of Construction is making efforts to commence the project on December 19, 2025.
