At the regular meeting in May 2025, Mr. Le Hong Vinh, Vice Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Nghe An province, directed relevant sectors to focus on accelerating the progress of the key project of the Renovation and Expansion of National Highway 46, Vinh-Nam Dan section.
The renovation and expansion project of National Highway 46, Vinh-Nam Dan section, is over 10km in length. The starting point is at Km 21+642.44 (near pier M1 of Mượu Bridge, belonging to Nam Giang commune, Nam Dan district), and the endpoint is at Km 32+334.53 (near pier M2 of Thiên Đường Bridge, belonging to Nam Dan town, Nam Dan district, Nghe An province).
The project is invested with a scale of plain grade III road with 4 lanes, a road width of 21.5m, and a designed speed of 80km/h. The total investment of the project is expected to be VND 500 billion, funded by the Central medium-term capital.

The cost of site clearance and compensation is over VND 166 billion; construction and equipment cost is over VND 258 billion; project management cost is nearly VND 3.8 billion; investment construction consulting cost is over VND 17 billion; other costs are over VND 7.4 billion, and contingency cost is nearly VND 47 billion.
The renovation and expansion project of National Highway 46, Vinh-Nam Dan section, has the Ministry of Transport assigned Project Management Unit 85 as the investor’s representative. The construction contractor is Hoa Hiep Limited Company, and the project is expected to be implemented in 2025.
The investment objectives are to gradually complete National Highway 46 according to the plan; strengthen connectivity and improve the exploitation capacity, ensuring smooth traffic on the transport corridor from Thanh Thuy Border Gate (connecting with Laos) to the central provinces and the national defense and security of the region.

Especially, the project will promote the economic development, tourism, and social development in Hung Nguyen and Nam Dan districts, as well as Nghe An province. According to the roadmap, the project will be implemented from 2023 to 2025.
On March 15, 2025, the Land Clearance Council of Nam Dan district handed over the first 1km for construction. The construction time is expected to be 12 months, depending on the site clearance progress of the locality. However, up to now, the project has faced many difficulties in site clearance, support, and resettlement.
Previously, on May 28, Nghe An province also directed to continue urging the progress of compensation, support, and resettlement for the renovation and expansion project of National Highway 46, Vinh-Nam Dan section.

The representative of the People’s Committee of Nghe An province also urged the investor and contractor to speed up the project progress.
Specifically, to ensure timely disbursement of capital and completion of the renovation and expansion project of National Highway 46, Vinh-Nam Dan section, according to the approved schedule, by December 31, Nghe An province has requested the People’s Committee of Nam Dan district to urgently direct and speed up the progress of compensation, support, and resettlement.
Prioritize completing the measurement, inspection, and approval of the compensation plan to have a basis for implementing the next steps and handing over the site to the project construction units before June 30. If there are any difficulties or obstacles, report them to the People’s Committee of Nghe An province (via the Department of Construction) for consideration and resolution.
The Department of Construction, together with the People’s Committee of Nam Dan district, organized a working session with Project Management Unit 85 and Nghe An Water Supply Joint Stock Company to clarify the responsibilities of the related parties in the implementation and coordination of implementation; unify and commit to a detailed plan for relocating and ensuring the relocation of water supply pipelines on schedule; and report the results to the People’s Committee of Nghe province. The People’s Committee of Nghe An province also proposed that Project Management Unit 85 take the initiative and coordinate better with the locality and related agencies and units in the process of implementing compensation, support, and resettlement to soon complete the site clearance and handover for the project.
