According to the Hanoi People’s Committee, from 2021 up until now, the city has completed the renovation and construction of 70 parks and gardens. It is expected that from now until the end of 2025, the city will continue to renovate approximately 199 parks and gardens. After 2025, 11 more parks and gardens will be developed.

In addition, the city’s authorities have also inspected and discovered violations in several park projects. For instance, the Capital Youth Park (Hai Ba Trung District) and the Astronomy Park project in the new Duong Noi Urban Area (Ha Dong District).

According to the Hanoi People’s Committee, the Capital Youth Park has been plagued by prolonged violations related to construction order and the use of public land. Specifically, several items in the park were constructed in deviation from the approved plan and were used for purposes other than serving as a community green space. Many structures and areas within the park were rented out for commercial services, which is not in line with regulations.

Despite multiple inspections and attempts to address the violations by authorities at different levels, the issues have not been thoroughly resolved. The Hanoi People’s Committee has held numerous meetings with relevant departments to tackle the violations at the Capital Youth Park project.

So far, only 9 out of 14 violations have been handled. The Hai Ba Trung District authorities are in the process of addressing the remaining issues, including the Mieu Lieu, the swimming pool, and the re-encroachment of 7 households after land clearance. They are also working on the demolition of the Cung Xuan structure and developing a plan to address the misuse of the 1500-seat stadium’s basement. The district is coordinating with the Department of Finance to finalize the investment settlement of the completed structures before the official handover process.

According to the Hanoi People’s Committee, in the period of 2021-2025, the handling of violations at the Capital Youth Park has achieved over 60% completion. The Hai Ba Trung District authorities are continuing to address the remaining violations.

The Astronomy Park is a component of the Duong Noi New Urban Area project, developed by the Nam Cuong Corporation.

During the construction process, the investor deviated from the approved 1/500 detailed planning of the entire Duong Noi Urban Area (increasing water surface area and reducing green space). They also failed to construct the wastewater treatment station for the urban area within the park. Consequently, despite the completion of the park’s main items in 2020, it has not been handed over for use.

After numerous meetings between the Hanoi People’s Committee, relevant departments, and the investor, the Astronomy Park project has substantially completed its main items. The investor temporarily handed over the park to the Ha Dong District People’s Committee for use by the people during the 2024 Lunar New Year holiday.

Currently, the investor is finalizing the paperwork for the official handover to the Ha Dong District People’s Committee.

The Phung Khoang Park, which began construction in 2016, faced numerous challenges during its development. However, with the city’s guidance and multiple meetings, these obstacles were gradually overcome. On January 15, 2025, the Phung Khoang Lake Park was substantially completed and temporarily handed over to the Nam Tu Liem District People’s Committee to open for the public.
