Proposal to Eliminate the 5% Registration Fee for Motorcycles Registered in Cities

According to current regulations, individuals registering motorcycles for the first time in six centrally-controlled cities and 83 provincial cities are subject to a 5% registration fee. In contrast, many other localities only require a 2% fee.

However, with the upcoming reorganization of administrative units and the merging of provinces, districts, and wards, there will be significant changes in geographical boundaries. Maintaining the old regulation would mean a 3% increase in fees for residents of localities merged into centrally-controlled cities, creating an inequitable situation.

To ensure fairness and align with the new administrative structure, the Ministry of Finance proposes amending the regulation: implementing a uniform 2% registration fee for all first-time motorcycle registrations nationwide, regardless of location. For motorcycles that have already been registered and paid the initial registration fee, subsequent registrations will incur a 1% fee.

Additionally, the Ministry suggests delegating the authority to set price tables for registration fees for automobiles and motorcycles to the provincial People’s Committees. Currently, the Ministry of Finance determines these prices, even though registration fees are a source of local budget revenue. This decentralization aims to enhance the proactiveness of the provinces and align with the spirit of innovative organization, decentralization, and encouragement of local government creativity.

The draft amended decree is being publicized by the Ministry of Finance to gather feedback from the people and organizations before submitting it to the Government for consideration and promulgation.
