On June 6th, the 30th session of the 7th-term People’s Council of Ba Ria-Vung Tau province (for the 2021-2026 term) passed a series of important resolutions related to adjustments in the medium-term public investment plan for the 2021-2025 period, the 2025 plan, and the list of projects for land retrieval and change of land use purpose.

According to the adopted resolution, the total medium-term public investment capital for the 2021-2025 period remains at over VND 84.4 trillion, including more than VND 3 trillion in common contingency funds. The 2025 plan alone accounts for nearly VND 30,621 trillion.

The adjustments focus on reducing capital in 9 projects that have completed their final settlement with a total amount of nearly VND 36.4 billion, while adding more than VND 34.2 billion to 9 projects that have been completed or are in progress, mainly for compensation, site clearance, and payment for completed work.

Additionally, nearly VND 215 billion was allocated to 3 projects that have completed all necessary procedures as stipulated. Of this, VND 99.8 billion was assigned to the project of upgrading and expanding Provincial Road 44A passing through Long Dien town, An Ngai and Phuoc Hung (Long Dat); nearly VND 115 billion was allocated as targeted support to the district budget for investing in two projects: a funeral home combined with a crematorium and an ash storage area in Con Dao district, and the construction of a square on two defense lands, plots 165 and 165A on Thuy Van Street, Vung Tau city.

For the remaining capital after adjustments, amounting to nearly VND 2,781 trillion, the People’s Council will continue to consider allocation when projects meet the required conditions as per regulations.

Furthermore, the People’s Council resolved on the list of projects requiring a change of land use purpose, covering an area of approximately 12.7 hectares according to the planning. This includes a change of land use purpose for an area of 0.89 hectares to implement the Nguyen Phong Sac Street project in Vung Tau city, and the retrieval of an additional 0.32 hectares of land for the implementation of the Funeral Home and Crematorium project in Con Dao district.

Notably, during this session, the delegates passed a resolution adjusting the Housing Development Program in the province for the 2021-2030 period.

According to the resolution, by 2030, the province aims to achieve an average living space of approximately 35.5 square meters per person; with urban areas reaching about 35.1 square meters per person and rural areas about 36.7 square meters per person. The proportion of solid and semi-solid houses in the province is expected to reach 99%, with urban areas aiming for 100%, completely eliminating temporary housing.

The program also sets a target to develop more than 14.2 million square meters of commercial housing (equivalent to 86,600 units); 1.26 million square meters of social housing (14,427 units), and about 7 million square meters of self-built housing. Notably, over 1,000 units of resettlement housing and 39 units of official housing are planned to ensure the resettlement of affected people and to serve civil servants.

Regarding social housing, the province pays special attention to policy beneficiaries, low-income earners, and industrial park workers. In particular, housing for the armed forces is expected to account for approximately 190,260 square meters, equivalent to 2,718 units.

The total investment capital for housing construction in the 2021-2030 period is projected to reach VND 209,109 billion, with the majority coming from socialization, especially commercial housing, social housing, and worker housing projects. State budget funds will be prioritized for targeted programs such as supporting people with meritorious services, the poor, and households affected by natural disasters and climate change.

In terms of land funds, the program allocates approximately 136.8 hectares for social housing development, including more than 6.2 hectares dedicated to the armed forces. Additionally, nearly 2.3 hectares are planned for resettlement housing and 0.25 hectares for official housing. The planned areas are located within the regions approved in the provincial planning for the 2021-2030 period, with a vision towards 2050.
