On June 6th, the Investigation Police Agency of Lam Dong Province’s Public Security announced the issuance of decisions to initiate legal proceedings and arrest Mr. Le Van Thanh (61 years old, from Ninh Thuan Province) for four months. The investigation focuses on land-related violations connected to the Di Linh Tea and Coffee Farm.
Mr. Le Van Thanh is the director of Thanh Binh Real Estate LLC, headquartered in Di Linh District. He also owns several other real estate businesses in Lam Dong and Ninh Thuan Provinces. According to Lam Dong Newspaper, the People’s Procuracy of Lam Dong Province had previously approved these decisions.
Initial investigation results indicate that Mr. Thanh colluded to obtain land transfer contracts, effectively turning public land into private land at the Di Linh Tea and Coffee Farm. The Investigation Police Agency of Lam Dong Province executed urgent search warrants at Mr. Thanh’s workplaces and residences in Bao Lam, Di Linh, Bao Loc, and Da Lat, as well as in Ninh Thuan Province.

The police seized numerous relevant documents and took procedural steps to facilitate the investigation and clarify the case. The initiation of legal proceedings and the arrest of Mr. Le Van Thanh are the outcomes of an expanded investigation into “violations of land regulations” at tea and silkworm companies and farms that the former Bao Lam District Police had previously handled.
In connection with this case, the former Bao Lam District Police had previously initiated legal proceedings and detained several individuals, including Mr. Nguyen Trung Thanh, former Vice Chairman of Bao Lam District People’s Committee; Mr. Nguyen Ba Dong, former Head of the District’s Natural Resources and Environment Office; Ms. Nguyen Thi Hien, staff of the District’s Natural Resources and Environment Office; Mr. Le Dinh Thuan, Director of Minh Rong Tea JSC; and Mr. Nguyen Huu Giang, Deputy Director of Minh Rong Tea JSC.
All the aforementioned individuals were detained for land-related violations at Minh Rong Tea JSC in Loc Thang town, Bao Lam District. Additionally, the former Bao Lam District Police initiated legal proceedings and detained two other individuals, Mr. Doan Ngoc Hung, Director of Bao Loc Cassava Silkworm JSC, and Mr. Le Dinh Chi, Head of the Technical Department of Bao Loc Cassava Silkworm JSC, for land-related violations.
Currently, the Lam Dong Provincial Police are directing specialized units to continue investigating and clarifying the responsibilities of organizations and individuals involved in land-use right certificate management, consultancy, and transfer at tea companies and farms in the area. This will serve as a basis for handling violations in accordance with the law.
