The People’s Committee of Bac Ninh province recently organized a conference to review the progress and implementation plans for 7 new urban area projects that have secured investors.

Accordingly, the units have developed detailed schedules for each project, formulated planning tasks and detailed 1/500 plans, and established compensation and site clearance (GPMB) councils. They have also conducted surveys, measurements, and created maps for the GPMB areas, as well as completed ownership statistics.

At the conference, Vice Chairman of the Provincial People’s Committee, Dao Quang Khai, instructed the agencies, units, localities, and investors to urgently implement the planned tasks with the motto “running and queuing at the same time” and “only discussing doing, not retreating.” He emphasized turning difficulties into challenges and motivation. Implementing these urban projects in the province was identified as a key task for the last six months of 2025.

The provincial leaders requested that the departments and sectors study and advise on establishing a provincial steering committee, headed by the Chairman of the Provincial People’s Committee. Similarly, the towns, wards, districts, and city should consider forming steering committees at their level to focus on assigning specific tasks to members, including identifying a “green channel” and parallel tasks. The determination is to implement the projects as soon as possible and at the fastest pace. The steering committee will review progress weekly and hold meetings every two weeks.

The Department of Agriculture and Environment was instructed to expedite the progress of map measurements for submission to specialized agencies for appraisal before June 10 and provide land maps to the localities.

The Department of Construction, the Department of Agriculture and Environment, and the localities within the project boundaries were asked to coordinate closely with the investors. They should provide simultaneous support and solutions for obtaining feedback from the residents, appraising planning tasks and plans, compensating for site clearance, land allocation, and environmental impact assessments. The heads of agencies, units, and localities must take responsibility for the implementation progress.

Investors are expected to establish a base, allocate sufficient human resources with the necessary capabilities and experience to implement the projects, and appoint specific contacts to report and coordinate with the departments, sectors, and localities. They should also select areas and divide the implementation into phases, adopting an approach of “doing the easy first, then the difficult.”

The largest project in terms of scale is the New Urban Area in the Northwest of Bac Ninh City (Zone 1), with Vingroup as the lead investor. This urban area covers an area of nearly 270 hectares in Hoa Long Ward, Bac Ninh City, with a total investment of over VND 41,270 billion. The remaining projects are smaller in scale and are located in Bac Ninh City, Tu Son City, and Tien Du District. The total investment capital for these 7 projects is VND 104,961 billion.

In the past, major real estate enterprises such as Vingroup and Sun Group have invested in projects here. Phu My Hung has also officially started the Hong Hac Eco Urban Area project with an investment of VND 27,000 billion in mid-April 2025.

Bac Ninh is also calling for investment in a series of large-scale urban area projects, such as the New Urban Area (Sub-area 112.1) in Lim Town, with a scale of 299 hectares and a total investment of over VND 19,700 billion. Another project is the New Urban and Service Area in Khac Niem Ward, Van Duong Ward, and Dai Phuc Ward in Bac Ninh City, with an investment of VND 13,599 billion. There’s also the New Urban Area in Lien Bao and Hoa Son communes in Tien Du district, with an investment of VND 13,680 billion…

Alongside the urban area projects, Bac Ninh is also implementing the Gia Binh International Airport, which was approved in the Master Plan for the Development of the National Airport and Airport System for the period of 2021-2030, with a vision towards 2050. The total estimated investment cost is about VND 29,765 billion.
