Minister of Home Affairs Pham Thi Thanh Tra has signed a document guiding the arrangement and placement of leaders and managers of the People’s Committee at the communal level after the merger. This is in accordance with the Government’s proposal, which was approved in principle by the National Assembly’s Standing Committee, to reduce the number of communal-level units across the country from 10,035 to 3,321, a decrease of 6,714 units or 66.9%.

In alignment with the conclusions of the Politburo and the Secretariat, there is a push to enhance decentralization and implement a two-level local government model. The Government is expediting the completion of the amended Law on Local Government Organization. Simultaneously, 28 decrees are being crafted to delineate the powers and responsibilities of local governments at various levels. This ensures adherence to the principle of “local decision-making, local execution, and local accountability” while also meeting the demands of modern and professional local governance and serving the people.
Notably, 1,065 tasks and powers currently held by the district level will be transferred to the new communal level, along with new tasks as stipulated in the amended Law on Local Government Organization.
The document issued by the Ministry of Home Affairs provides guidance on arranging and selecting officials and civil servants for leadership and management positions within the People’s Committees and specialized agencies at the new communal level. Candidates must meet the relevant standards and conditions as outlined by the Politburo, the Government’s Steering Committee, and specific local regulations regarding selection criteria during the reorganization process.
Provincial-level leaders can be assigned to the communal level
The Ministry of Home Affairs also recommends prioritizing the selection of officials, particularly for the position of Chairman of the People’s Committee, based on their leadership capabilities, state management experience, innovative thinking, courage to take initiative, and sense of responsibility for the common cause. This requirement stems from the significant workload and demands that the new communal level will face in implementing the two-tier local government model and promoting decentralization.
Accordingly, the Ministry of Home Affairs requests provinces and cities to promptly review the personnel plans for the new communal level. If the anticipated arrangements do not meet the required standards, it is suggested to assign and reinforce leaders and managers with capabilities and experience from the provincial level to the communal level.
