On June 5, 2024, in Luang Prabang, the State Securities Commission of Vietnam (SSC) held its 13th annual bilateral meeting with the Securities Commission of Laos (LSCO).

Attending the meeting from the SSC were Mr. Ha Duy Tung, Vice Chairman, along with representatives from various SSC departments. The LSCO was represented by Ms. Phengsy Phengmuong, Secretary-General, and leaders from different LSCO units.

During the meeting, both securities commissions acknowledged the success and effectiveness of their bilateral cooperation in 2024. In the said year, the SSC organized training programs in Vietnam for LSCO officials on topics such as information technology systems, reporting, and supervision of the securities market. The SSC also collaborated with a high-level delegation from the Securities Office, the Ministry of Finance, and the Government Office of Laos on the following matters: (i) transformation and equity privatization of state-owned enterprises in conjunction with their listing, and (ii) sharing experiences on comprehensive assessments and developing strategies for the capital market’s growth.

Following this, the leaders of the two securities commissions exchanged insights on the securities market conditions and their respective regulatory approaches in the past period, along with future market development orientations.

Vice Chairman Ha Duy Tung of the SSC expressed his gratitude to the LSCO for their thoughtful arrangement of the 13th annual bilateral meeting and the warm hospitality extended to the SSC delegation. He rejoiced in the development and achievements of the Lao securities market in the previous year and shared information about Vietnam’s macroeconomic landscape.

Ms. Phengsy Phengmuong, Secretary-General of LSCO, stated that the LSCO encourages Vietnamese securities companies, fund management companies, and institutional investors to consider establishing a presence or investing in the Lao securities market. She requested the SSC to continue providing training and sharing experiences in developing plans, strategies, and tools for enhancing capital market education and awareness among the general public, as well as sharing operational mechanisms and management experiences related to fund management companies and securities investment funds.

The Secretary-General of LSCO expressed her hope that the SSC of Vietnam would continue to support and collaborate with LSCO within the framework of the tripartite cooperation between Vietnam, Laos, and Luxembourg in the securities field.

To strengthen the bilateral relationship between the two agencies, Mr. Ha Duy Tung, Vice Chairman of the SSC, and Ms. Phengsy Phengmuong, Secretary-General of LSCO, signed a memorandum of the 13th meeting between the SSC of Vietnam and the Securities Commission of Laos. The 14th annual bilateral meeting will be hosted by the SSC in Vietnam in 2026.
