Bac Ninh Proposes Special Mechanisms for Gia Binh Airport
Chairman of the People’s Committee of Bac Ninh province, Vuong Quoc Tuan, signed Document No. 346/UBND-XDCB, which was sent to the Ministry of Public Security for synthesis and reporting to the Government Party Committee and the Prime Minister. The document also proposes that the Politburo consider and approve special mechanisms to promote the progress of two key projects: Gia Binh International Airport and the road connecting Gia Binh Airport to the capital city of Hanoi (the section passing through Bac Ninh province).
According to the Prime Minister’s instructions, both the international airport and the connecting road must be completed by 2026. To meet this challenging deadline, the People’s Committee of Bac Ninh province has proposed a series of special policies to shorten investment procedures and expedite land clearance.

Some of the special policies proposed by the People’s Committee of Bac Ninh province include:
Simultaneous implementation of multiple procedures: Bac Ninh proposes to allow the simultaneous implementation of investment preparation, land clearance, and project execution, along with adjustments and updates to the provincial planning. This will save time compared to the normal procedure.
Shortening PPP and BT contract procedures: The People’s Committee proposes to carry out simultaneously the procedures related to the PPP project and the BT contract type, instead of sequentially as currently regulated.
Direct appointment of investors: Before the PPP Law (related to BT contracts) takes effect on July 1, 2025, Bac Ninh province requests permission to directly appoint investors based on the scale, route, and total investment approved by the Prime Minister.
Abbreviated bidding for certain urgent packages: This includes consulting packages, technical infrastructure relocation, and compensation-support-resettlement for both BT and counterpart projects in the province.
Vietnam’s 14th International Airport to be Connected to the Capital via an Over VND 82,000 Billion Road
In early June, the People’s Committee of Hanoi city submitted to the Municipal People’s Council for consideration and approval of the investment policy for land retrieval, compensation, support for resettlement, and clearance for the implementation of the road section connecting Gia Binh International Airport (Bac Ninh province) to the capital city of Hanoi. The project is expected to become a strategic transport artery, expanding the development space of the capital and enhancing regional connectivity in the North.
The connecting road project has a total length of about 45.6 km and an estimated total investment of more than VND 82,000 billion. Specifically:
The section passing through Hanoi city is about 14 km long, with a total capital of about VND 42,451 billion, divided into two component projects:
Component Project 1: Land clearance and resettlement, using public investment capital from the city budget, with a total capital of about VND 8,115 billion. This expense is separated and not included in the BT contract value.
Component Project 2: Construction of the road section passing through Hanoi, implemented under the Public-Private Partnership (PPP) format, in the form of a BT (Build-Transfer) contract, with a total investment of about VND 34,336 billion.

In parallel with Hanoi, the People’s Committee of Bac Ninh province is also coordinating to research and prepare investments for the remaining section of the road. Bac Ninh proposes to extend the route from Gia Binh Airport to Kenh Vang Bridge (adjacent to Hai Duong province), with a length of about 31.6 km and a planned cross-section of 120m – in line with the orientation of modern transport development.
The total estimated investment for the section belonging to Bac Ninh is VND 40,300 billion, also implemented under a BT contract. Specifically:
Land clearance cost: About VND 11,000 billion, including VND 9,000 billion for the section from Gia Binh Airport to the Hanoi boundary and VND 2,000 billion for the section from the airport to Kenh Vang Bridge
Construction cost: Estimated at VND 29,300 billion
The road connecting Gia Binh Airport to Hanoi is identified as a key infrastructure project not only for Hanoi and Bac Ninh but also of strategic national importance. The completion of this road will shorten travel time from Hanoi to the new international airport, while expanding the urban, industrial, and logistics development corridor between the two localities and neighboring provinces such as Hai Duong, Hung Yen, and Bac Giang.
Started by the Ministry of Public Security in December 2024, Gia Binh Airport, located in Xuan Lai commune and Gia Binh town, Gia Binh district, Bac Ninh province, spans 125 hectares and is expected to be completed by the end of 2025. It will be a Grade 3 helicopter airport, Grade 3 military airport, and a civilian airport equivalent to Grade 3C.
According to the newly approved planning, in the period of 2021-2030, Gia Binh International Airport will reach Grade 4E (according to the standards of the International Civil Aviation Organization – ICAO), serving about one million passengers and 250,000 tons of cargo annually.
By 2050, the airport will maintain its Grade 4E status, with an increased capacity of about three million passengers and one million tons of cargo per year. Gia Binh Airport is Vietnam’s 14th international airport.
