At the Government press conference on the afternoon of June 4th, the media asked: Public opinion recently talked about the possibility of abolishing construction permits for people’s construction and housing. How will this be implemented in the future, and what does the Ministry foresee in terms of advantages and disadvantages of abolishing construction permits?

In response, Deputy Minister of Construction Nguyen Danh Huy said: The Party’s viewpoint is to create the most favorable conditions for people and businesses, and the Ministry of Construction shares this perspective. Our stance is to thoroughly review and simplify all administrative procedures related to permitting, with the goal of maximizing convenience for people, businesses, and localities. Regarding construction permits, the Prime Minister has provided clear guidance in Official Dispatch No. 78/CĐ-TTg dated May 29, 2025, emphasizing the need to focus on reducing and simplifying construction-related administrative procedures.

First, regarding normative legal documents in the construction field that prescribe permitting requirements, the Ministry of Construction will conduct a comprehensive review, including decrees and circulars issued by the Ministry.

Second, the Ministry will carry out evaluations and summaries, as the construction permitting procedures for people are delegated to all localities. While we aim to facilitate the people and businesses, we must also assess the potential impact of abolishing permits. We will initiate immediate evaluations and summaries, requesting feedback from the localities.

Third, the Ministry will make adjustments, amendments, and streamline procedures from the Law on Construction. We aim to finalize these improvements by 2025. In the immediate future, for areas with detailed 1/500 planning approvals, permits can be waived immediately. Alternatively, for areas with urban designs following the Law’s regulations, those designs can be utilized.

“We can implement state management and uphold its role while simultaneously abolishing permits for people. We are currently working towards this, and our progress and plans reflect this direction,” emphasized Deputy Minister Nguyen Danh Huy.

Regarding challenges and advantages, the Deputy Minister of Construction shared that the primary benefit is the elimination of permit applications for citizens, and state management agencies will also be relieved of the permitting process and its associated costs. The difficulty lies in maintaining the balance between creating favorable conditions for citizens and safeguarding the legitimate rights and interests of neighboring citizens and businesses. “In densely populated urban areas, where land parcels are combined or consolidated, how should we manage construction? That is the challenge. We will continue to evaluate and propose the best solutions for people and businesses,” the Deputy Minister added.
