As part of the United Nations’ third Ocean Conference (UNOC 3) in Nice, France, Prime Minister Pham Minh Chinh attended the Blue Economy and Finance Forum, a special event organized by the Government of Monaco from June 7-8.

“Together, let’s keep the oceans blue for today and tomorrow”
As the Forum’s key guest, Prime Minister Pham Minh Chinh delivered an important speech at the plenary session on ensuring sustainable ocean governance and finance. The Prime Minister emphasized: “This forum embodies the spirit of solidarity, where nations and the private sector come together to invest in regenerating the ocean economy.” He affirmed that the sea is not just a source of resources or the origin of life, but also a vital space that connects people and nature across nations.
For Vietnam, a country with over 3,000 km of coastline, the Prime Minister noted that the sea is not just a geographical concept but also an integral part of its culture and national identity. He emphasized that developing the marine economy effectively and sustainably is an objective necessity and a strategic choice to propel Vietnam “out to the open sea” and realize its vision of becoming a strong maritime nation and a high-income developed country by 2045.
The Prime Minister highlighted the shared mission of “keeping the oceans blue for today and tomorrow”, regardless of differences in political systems, levels of development, or cultural backgrounds. He stressed that the ocean must remain a vital space for life and sustainable development in harmony with nature.
Prime Minister Chinh drew attention to the current paradox where ocean conservation and sustainable use goals receive the lowest investment among the United Nations’ 17 Sustainable Development Goals, despite oceans covering 70% of the Earth’s surface.
To address this, he proposed a people-centric, holistic, and global approach based on fairness, inclusivity, and sustainability. He outlined three key priorities:
First, increase investment in marine research, development, and technology transfer, while promoting collaboration in research, experience sharing, and building a global marine data system.
Second, effectively mobilize and utilize resources for sustainable marine economic development, forming a blue ocean financial ecosystem involving governments, businesses, citizens, and international organizations. Vietnam is ready to pioneer this model.
Third, enhance transcontinental and regional connectivity and global governance of the blue ocean, with the spirit of “UN-centric, international law-based, and cooperation-driven”. Vietnam is committed to actively engaging in networks connecting global marine economic centers, especially in the strategic waters of the South China Sea.
Prime Minister Pham Minh Chinh affirmed: “Vietnam is always a reliable partner, ready to accompany global efforts to protect the oceans; an active participant in maritime cooperation mechanisms; and a responsible stakeholder in equitable and sustainable green finance initiatives.”
