On June 6th, Deputy Prime Minister Mai Văn Chính chaired a meeting with ministries, branches, and localities regarding the progress of Ho Chi Minh City’s Ring Road 3 construction. Earlier that day, he inspected the construction site at Binh Goi, Binh Duong province – the junction between sub-projects 1 and 5.

According to the Ministry of Construction, localities such as Ho Chi Minh City, Dong Nai, Binh Duong, and Long An have basically completed the site clearance process. However, some technical infrastructure, including high-voltage power lines and water pipelines at Tan Van intersection, are still in the process of being relocated.

In terms of construction materials, the total demand for sand for the entire route is over 7.4 million cubic meters. As of early June, approximately 3,365 million cubic meters have been transported to the construction site. The provinces are currently operating 10 sand mines and plan to increase to 14 mines in the near future, ensuring a sufficient supply for the construction schedule. Ho Chi Minh City has also implemented a “green channel” for sand barges, utilizing QR codes for faster transportation.

Meanwhile, some projects are facing challenges in acquiring construction stone, especially in Dong Nai. The Ministry of Construction has proposed that the locality continue to support contractors in mobilizing sufficient materials for the construction process.

Regarding progress, the average construction output has increased by 10-15% in the past two months. Sub-project 1 in Ho Chi Minh City and sub-project 7 in Long An are on track, having completed 41% and 67.5% of the contract volume, respectively. However, projects in Dong Nai and Binh Duong are lagging 6-10% behind schedule.

Ho Chi Minh City aims to technically open a 41.4 km section by the end of December 2025. To achieve this milestone, the Project Management Board will continue to expedite the supply of materials and organize overtime construction work.

Deputy Prime Minister Mai Văn Chính requested that the provinces and cities through which the project passes closely monitor the monthly progress and accelerate the remaining work, especially at key intersections. The Ministry of Construction and related ministries and branches are responsible for monitoring, synthesizing, and periodically reporting to promptly handle any difficulties that arise.

Regarding the completion plan for Tan Van intersection, he requested that Binh Duong province promptly finalize the proposal and report to the Prime Minister in June. The investment in completing the intersections will maximize the efficiency of Ring Road 3 once it is operational.

The Deputy Prime Minister also suggested that the localities regularly evaluate and summarize the project’s progress in phases. Well-performing units may receive rewards, and this could be considered as one of the criteria for evaluating individuals and leading units.

Ho Chi Minh City’s Ring Road 3 is a key national infrastructure project, connecting Ho Chi Minh City with the provinces of the Southeast region. According to the Government leaders, the completion of this route and the preparation for Ring Road 4 will create a vast development space, expand urban areas, and boost economic growth for the entire region in the coming years.
