On the afternoon of June 7, 2025, Politburo member, Secretary of the Party Committee, and National Assembly Chairman Tran Thanh Man attended and directly guided the 8th Congress of the State Audit Office for the term 2025-2030.

Speaking at the Congress, Secretary of the Party Committee and National Assembly Chairman Tran Thanh Man highly appreciated the Congress preparation of the State Audit Office, especially the innovation and scientific approach reflected in the video clip presentation. The report deeply, vividly, and attractively portrayed the achievements, limitations, orientations, tasks, solutions, and development directions of the industry for the coming period. Along with this were five very rich and in-depth discussions, demonstrating the combative spirit, receptiveness, and high sense of responsibility of the party organizations and officials and party members throughout the Party Committee.

The National Assembly Chairman also congratulated the comrades in the Executive Committee, the Standing Committee, the Secretary, the Vice Secretary, the Inspection Commission, the Chairman, and the Vice Chairman of the Inspection Commission of the State Audit Office Party Committee for the term 2025-2030, who have been recently appointed by the National Assembly Party Committee.

State Audit Office promotes its leading role and enhances the quality and effectiveness of its work

According to National Assembly Chairman Tran Thanh Man, over the past 30 years of establishment and operation, the State Audit Office has made important contributions to the country’s socio-economic development and the assurance of national defense and security. The term 2020-2025 took place in a complex context, with many unprecedented issues and direct impacts on all aspects of political, economic, and social life. However, by promoting the tradition of unity and consensus and striving together, the Party Committee has led and guided the entire industry to successfully accomplish the assigned political tasks.

Through its audit activities, the State Audit Office has provided timely information and audit reports to the National Assembly to serve its legislative, supreme oversight, and decision-making functions on important issues of the country. These reports serve as a basis for the National Assembly to decide on budget estimates and approve state budget settlements annually, making significant contributions to financial and public asset control.

Emphasizing the outstanding achievements of the Party Committee and the State Audit Office during the past term, the National Assembly Chairman clarified that the State Audit Office Party Committee has effectively played its leading role, strengthening the leadership and guidance of officials and party members to enhance the quality and effectiveness of their work. Political, ideological, and organizational work has been well implemented, and party discipline has been maintained. The team of officials has matured, fostering unity and consensus.

The study and dissemination of the Party’s directives and resolutions have been carried out promptly. The leadership capacity of party organizations and the quality of officials and party members have been enhanced, meeting the increasing demands of the new situation. Party inspection, supervision, and discipline enforcement have been conducted rigorously… Emulation movements have been vibrant and widespread. The mass organizations have made practical contributions, helping to accomplish political tasks and party building within the Party Committee.

Moreover, during the term, the State Audit Office promulgated numerous legal documents and management documents, ensuring legality and alignment with the audit activities of the State Audit Office.

Notably, the State Audit Office issued the new State Audit Office Standards and the Code of Conduct for State Audit Office Auditors. These documents serve as the basis for inspecting and evaluating the quality and professional ethics of audit work, enhancing the responsibility, morality, and professionalism of audit activities.

The State Audit Office has also been diligent in implementing innovations in its organizational structure and human resource quality improvement, contributing to the enhancement of the activities, efficiency, and effectiveness of its subordinate units. Particularly, in streamlining the organizational structure, the Party Committee and the Party Civil Affairs Committee of the State Audit Office decided not to establish eight additional departments at the Division level. They transformed the operation model of the Information Technology Center into the Information Technology Department and reviewed and rearranged the functions and tasks of subordinate units, resulting in a reduction of 13 divisions.

The State Audit Office also promulgated the Regulations on Updating Professional Knowledge and Skills in Audit Activities, which are an essential part of human resource management, contributing to the enhancement of the quality of civil servants and ensuring the continuous improvement of audit quality. Additionally, the State Audit Office issued the List of Job Positions, Job Descriptions, and Competency Framework, serving as the foundation for training, planning, fostering, and developing the capacity of officials, civil servants, and public employees.

Numerous important recommendations with significant impacts on the economic and social life

The National Assembly Chairman also acknowledged the innovations and improvements in the quality of audit activities. As a result, audit activities have become more qualitative and in-depth, and the management of audit activities has been flexible and adapted to the situation in each period. This has fundamentally addressed the issue of overlap and duplication with inspection and examination agencies.

In particular, the State Audit Office has developed a scientific and rigorous audit organization plan, reasonably integrating multiple audits. Consequently, the number of audit teams and conclusions at the same audited unit has been unified, better meeting the National Assembly’s requirements to resolve overlaps in audit activities.

Notably, technology development is one of the three critical pillars in the State Audit Office’s development strategy towards 2030, aiming to establish digital auditing and ensure transparency in audit activities and reports. Accordingly, the State Audit Office has successfully piloted remote auditing, digitized audit dossiers, developed and deployed a data exchange portal with audited units, digitized and provided audit reports to National Assembly deputies and committees, and piloted artificial intelligence applications in some audit activities.

Throughout its journey, the State Audit Office has continuously expanded international cooperation, elevating the position of the State Audit Office of Vietnam in the international arena.

During the term, the State Audit Office also provided comments on more than 2,000 personnel as requested by the Central Organization Commission, serving as a basis for considering and approving the planning and appointment of strategic-level personnel. Notably, for the first time, the State Auditor General participated in the questioning and answering session at the National Assembly meeting. The content of the questioning and answering session received great attention and high appreciation from National Assembly deputies, voters, and people across the country.

“These achievements are the result of the efforts and dedication of all officials, party members, civil servants, public employees, and workers of the State Audit Office, as well as the unity, consensus, and high determination of the State Audit Office Party Committee. On behalf of the National Assembly Party Committee, I recognize and highly appreciate the achievements of the Party Committee and the State Audit sector during the past term,” said the National Assembly Chairman.

Creating a breakthrough in audit quality and effectiveness

At the Congress, National Assembly Chairman Tran Thanh Man also proposed five key tasks for the State Audit Office Party Committee for the coming term.

First, continue to build a comprehensively strong Party Committee, focusing on political and ideological work, enhancing the leadership capacity and combative spirit of party organizations, promoting the pioneering and exemplary role of officials and party members, especially those in leadership positions, and effectively conducting inspection, supervision, and maintenance of party discipline.

Second, improve the quality of audit activities and better serve the supreme oversight function of the National Assembly. Increase audits in areas prone to negative phenomena, corruption, and wastefulness and in issues of concern to the National Assembly, voters, and people. Strengthen thematic audits, operational audits, and information technology audits.

“In particular, it is necessary to promote the application of advanced science and technology, especially information technology and artificial intelligence in audit activities, to create a breakthrough in audit quality and effectiveness. Strictly implement financial and public asset audits,” the National Assembly Chairman requested.

Third, lead the construction of a team of officials with both political integrity and professional competence, high professional ethics, and solid political willpower. Effectively carry out personnel rotation, training, and planning. Practice thrift and prevent corruption, negativity, and wastefulness.

Fourth, lead the improvement of institutions and laws on the organization and operation of the State Audit Office. Collaborate effectively with National Assembly agencies, the Government, the Fatherland Front, political-social organizations, and audited units to perform audit functions effectively. Enhance the implementation of audit conclusions and recommendations.

Fifth, the State Audit Office needs to thoroughly grasp and implement auditing activities related to the four resolutions of the Politburo, which are considered the four pillars for the country’s takeoff: Resolution No. 57-NQ/TW on developing science and technology, innovation and digital transformation; Resolution No. 59-NQ/TW on international integration in the new era; Resolution No. 66-NQ/TW on innovating the law-building and enforcement work; and Resolution No. 68-NQ/TW on developing the private economic sector.

Additionally, submit to the Standing Committee of the National Assembly for the issuance of the Strategy for the Development of the State Audit Office towards 2040, with a vision towards 2045.

“With the spirit of today’s Congress, I believe that the State Audit Office Party Committee will always be steadfast in leading and guiding the continuous innovation of its organization and mechanisms, affirming its role as an important and effective tool of the Party and State in inspecting and controlling the management and use of public finance and assets and in preventing and combating corruption, wastefulness, and negativity. It will contribute significantly to the country’s rapid and sustainable development and play a crucial role in realizing the success of the 13th Party Congress Resolution,” emphasized the National Assembly Chairman.
