The Quang Ngai-Hoai Nhon Expressway project is one of the largest component projects with a total investment of over VND 20.4 trillion and a length of 88 km. The route passes through two provinces: Quang Ngai (60.3 km) and Binh Dinh (27.7 km)

This expressway will feature three mountain tunnels with significant lengths: Tunnel 1 at 610 m, Tunnel 2 at 698 m, and Tunnel 3 at 3,200 m. Additionally, the project includes 77 bridges, 586 culverts, and 81 pedestrian underpasses.

On February 9, Prime Minister Pham Minh Chinh and his entourage surveyed the project. At the construction site, the Prime Minister commended the contractors and urged them to continue their efforts in construction, accelerating progress with the motto, “3 shifts and 4 teams, overcoming the sun and rain, eating hastily, sleeping urgently, working days is not enough, working at night, working through holidays and Tet holidays.” At the same time, the Prime Minister also encouraged contractors to apply multiple solutions and creative initiatives, as well as to increase cooperation and use of local subcontractors and enterprises to not only speed up progress but also help these enterprises grow stronger.

With normal geology, the unit can excavate about 6-10m per day. However, the tunnel excavation had to slow down due to weak geology. “There are just over 90m left to the tunnel breakthrough, but careful construction is required due to the current geological layer of grade IV rock, with a strength of less than 25Mpa, almost like soil.

In addition to geological challenges, the weather in the last months of 2024 and early 2025 was also very unfavorable, with many items unable to be constructed due to prolonged rain.

To ensure the project’s completion by the end of 2025, the contractor said that there are currently 50 construction sites with 1,450 machinery, equipment, and about 3,450 engineers and workers on the field.

Up to now, the main road line item has basically completed the road embankment work, of which 13 km has been asphalted and completed. The three mountain tunnel items are critical items that play a key role in ensuring the overall progress of the project. Tunnel 1 and Tunnel 2 have been completed, and the contractor is installing electrical equipment and intelligent traffic control systems. Tunnel 3 has already broken through the right branch (North-South direction), six months ahead of schedule. The left branch is about 270 m away and is expected to break through in July.

Mr. Nguyen Tien Thanh, Head of the Northern Command of Tunnel 3, said that there are currently more than 700 engineers and workers at the tunnel, along with hundreds of machines and equipment working in shifts continuously for 24 hours. Despite the difficulties, to ensure the project’s technique and progress, the unit has implemented multiple solutions, such as dividing the blasting cross-section into multiple small mirrors to reduce vibration and limit risks, and organizing flexible construction to control progress.

Application of Special Technology

The representative of Deo Ca Group (the leading unit of the joint venture) said that determined to bring the project to the finish line by the end of 2025, eight months ahead of the initial plan, besides maintaining the “3 shifts, 4 teams” construction, the application of technology, especially BIM technology, is being promoted by the contractor to optimize progress and time.

The management board has selected some segments to deploy BIM in detail at different levels. The tunnel portals and squares, reinforced concrete parts of the tunnel, and reinforcement arrangement for beams, pillars, and bridge abutments… are designed with 3D models down to each structure.

Thanks to this visual model, stakeholders can easily understand the design and detect errors early on, reducing design errors and avoiding corrections during construction, thus saving time and costs.

From the BIM model, it is possible to extract the required quantity of materials and the volume of work to be performed, supporting better cost management and accurately forecasting resource requirements for the project, minimizing the risk of unexpected cost overruns, and increasing the project’s feasibility and financial efficiency.
