The authorities in Bien Hoa City have been focusing on clearing the land of 355 households living interspersed within the Bien Hoa Industrial Park (IP) 1, as part of a proposal to transform the IP into an urban-commercial-service area.

The Bien Hoa City Party Committee is determined to complete the land clearance of the 355 households in Bien Hoa IP 1 by June 30.

Of the 335 households requiring relocation, 77 have not agreed to hand over the land, along with 3 households with assets on the land but are not locally present, and 2 households who have received compensation but have not yet handed over the land.

For the more than 130 households eligible for resettlement land, the city has approved support for rent during the transition period while they wait for their new housing.

As there is no resettlement area in An Binh Ward, the city plans to allocate resettlement land in other areas: 50 lots in Tan Phong Resettlement Area, 13 lots on Dieu Xien Street in Tan Bien Ward, and 9 lots in the resettlement area serving the National Highway 1A project in Phuoc Tan Ward.

For households that do not qualify for resettlement land and are genuinely facing housing difficulties, the city leadership has directed the An Binh Ward People’s Committee to review their conditions and report to the city for consideration of introducing them to social housing purchase as per the 2023 Housing Law, thus supporting residents while also ensuring timely land handover.

To expedite and finalize the process for households that have not agreed to hand over the land, the city has established a review team to inspect, review, and advise on handling complaints and petitions from these households.

This includes properly addressing the concerns of the 77 households that have not agreed to hand over the land after persuasion and explanation, as well as reviewing the legal basis of the previous project and the current proposal to respond to the people’s petitions.

Bien Hoa City has also been coordinating with provincial authorities to clear the land in Bien Hoa IP 1 for businesses. Since May 22, 2 businesses have been dismantling and relocating, 12 businesses have ceased operations for relocation, and 21 businesses have committed to relocating according to the plan of the People’s Committee of Dong Nai province.

Bien Hoa IP 1, established in 1963 and Vietnam’s oldest industrial park, covers over 330 hectares in An Binh Ward, Bien Hoa City.

In February 2024, the People’s Committee of Dong Nai province approved a proposal to transform Bien Hoa IP 1 into an urban-commercial-service area and improve the environment.

The proposal involves separating the dossier for approval of the investment proposal for the Bien Hoa 1 Urban-Commercial-Service Area into two dossiers.

The first is for the provincial political-administrative center, covering about 44 hectares, which includes two ongoing projects: the Provincial Police Headquarters and the State Audit Office.

The second is for the Bien Hoa 1 Urban-Service Area, spanning over 286 hectares, with two existing buildings retained: the Sonadezi Building and the Standard Measurement Quality Assurance Center 3.

This transformation aims to develop a modern and sustainable urban-commercial-service area, enhancing the city’s aesthetics and improving the environment, including reducing pollution in the Dong Nai River.
