According to the Ministry of Construction, on June 1, 2025, the Government issued Resolution No. 01/2025, approving the investment in expanding Phu Quoc International Airport to serve the APEC 2027 meetings. The investment will be made through the business investment form as stipulated in the Law on Investment.

The Resolution assigns the People’s Committee of Kien Giang Province to select domestic investors to implement the project and delegates to the Provincial People’s Committee the authority to approve the investment policy. Therefore, the Ministry of Construction proposes that interested investors proactively contact and work with the People’s Committee of Kien Giang Province for detailed guidance on related procedures.

Additionally, the Ministry of Transport and Construction also proposed that the Government Office synthesize and report to the Prime Minister to direct the People’s Committee of Kien Giang Province to consider and resolve enterprises’ proposals in accordance with legal regulations.

Regarding the investment project to upgrade Phu Quoc International Airport, in late January this year, Pacific Export-Import Company proposed to participate in the construction of Terminal 2 of the airport. As proposed, Terminal 2 is expected to have an initial capacity of 6 million passengers per year, and can be expanded to 8 million passengers per year in the next phase.

Apart from Terminal 2, the aforementioned enterprise is ready to coordinate with relevant units to research and build investment plans for the second runway of Phu Quoc International Airport.

Sun Group has also proposed to be the investor in the upgrade and expansion project of Phu Quoc International Airport. Sun Group suggested upgrading Phu Quoc Airport to a 4E-level airport with a capacity of 18-20 million passengers per year. Their proposal also includes extending the existing runway to 3,500 meters, constructing a second 3,300-meter runway, and building Terminal 2, a VIP terminal, and a parking lot for 70-80 aircraft.

The VIP terminal will host high-level diplomatic delegations and can accommodate up to 300 people at a time from flights with heads of state and their entourage. Image: CPG.

Currently, Phu Quoc Airport is a 4E-level airport with a terminal handling 4 million passengers per year, a 3,000-by-45-meter runway capable of accommodating large aircraft like the Boeing 747, Boeing 787, and Airbus 350, 14 aircraft parking spots, and a cargo terminal with a capacity of 14,500 tons per year. To serve the APEC 2027 meetings, the airport needs to add a VIP terminal and 16 more aircraft parking spots to accommodate the overnight parking of visiting delegations’ aircraft.

According to the approved planning for Phu Quoc International Airport for the period of 2021-2030, with a vision towards 2050, the total planned area is over 1,050 hectares, with a total investment capital of VND 26,570 billion by 2030 and VND 25,790 billion by 2050.

By 2030, Phu Quoc International Airport is expected to reach a 4E-level standard, serving approximately 10 million passengers and 25,000 tons of cargo per year. It will be capable of accommodating wide-body aircraft such as the Boeing 747, Boeing 787, and Airbus 350.

By 2050, the airport is envisioned to maintain its 4E-level standard, serving approximately 18 million passengers and 50,000 tons of cargo annually, with other indicators remaining similar to the 2021-2030 period.
