
The newly merged Hanoi city will consist of a total of 126 administrative units at the communal level, including 73 communes and 53 wards.

Currently, 125 of the new wards and communes have identified their office locations. Among these, 123 are expected to be housed in the former offices of 30 districts, suburban districts, and towns, as well as several wards and communes. The remaining two wards, Dai Mo and Yen So, are planned to utilize the Phap Van Dormitory and the Trung Van Commercial Center as their new headquarters.

The Trung Van Commercial Service Center is located in Trung Van Ward, Nam Tu Liem District, and consists of two 2-story buildings spanning over 17,000 square meters. This center was completed in 2012 and is currently leased by dozens of individuals and organizations for business and storage purposes.

This arrangement was proposed because there is only one administrative building in Trung Van Ward that can be utilized, but it does not provide sufficient space to accommodate all the offices of the newly merged Dai Mo Ward.

For the newly merged Yen So Ward, the city plans to temporarily house the offices of the new ward’s administrative bodies (Party Committee, People’s Council, People’s Committee, Fatherland Front, and socio-political organizations) in one of the existing student dormitories at the Phap Van – Tu Hiep Dormitory Complex.

The Phap Van – Tu Hiep Dormitory is built on a 40,000 square meter site, located right next to the Phap Van – Cau Gie Expressway and Giai Phong Road. The complex consists of six buildings (labeled A1 to A6) with an average height of 17 stories.

After more than 10 years of construction, only three buildings, A1, A5, and A6, have been completed. Building A4 has not been constructed due to a lack of space, while buildings A2 and A3 are left in their structural framework.

In 2017, the Department of Construction proposed converting buildings A2 and A3 into social housing. However, it wasn’t until 2024 that the city planned to allocate more than 220 billion VND to carry out this project.

Currently, the unused buildings are gradually deteriorating, with overgrown vegetation due to years of abandonment. The surrounding entrances remain locked and inaccessible.

Most of the new wards will reuse previously invested and constructed headquarters. A notable example is the headquarters of the Cau Giay District Party Committee, People’s Council, and People’s Committee, with a total investment of over 400 billion VND, which was inaugurated and put into use on September 28, 2024.
