“Uniting Three Powerhouses: The Vision for Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau”

The Ho Chi Minh City People’s Committee has issued a document to the heads of departments, branches, and units under the city; the Chairman of the People’s Committee of Thu Duc City and the districts, and counties regarding the implementation of the Program of the Steering Committee for Implementing Democracy at the grassroots level and building Party organizations, socio-political organizations in enterprises in the area.

Accordingly, the Chairman of the Ho Chi Minh City People’s Committee requested the above units to continue to implement Plan 01/2025 of the Ho Chi Minh City Party Committee’s Steering Committee on building and implementing the Project on rearranging and consolidating Ba Ria-Vung Tau province, Binh Duong province, and Ho Chi Minh City; Plan 2008/2025 of the Ho Chi Minh City People’s Committee on rearranging and organizing administrative units at all levels and rebuilding the model of local government with two levels.

At the same time, streamline the apparatus in association with restructuring and improving the quality of the team of officials, civil servants, and public employees with qualifications and capacity, commensurate with the tasks, and arranging reasonable staffing; promote digital transformation and strongly apply information technology to enhance management efficiency and better meet the development requirements of the city in the new period.

Continue to propagate and implement the Law on Grassroots Democracy, the Labor Code, the Trade Union Law, the Law on Health Insurance, the Law on Social Insurance, and related documents associated with the mass mobilization work of the authorities.

Focus on inspecting the responsibility for resolving dossiers and proposals of the people and enterprises; tasks and solutions for administrative reform in agencies and localities; implement fully and effectively the measures to strengthen the responsibility of the heads of agencies and units and officials, civil servants, public employees, and employees in performing tasks and public service.

The units continue to implement solutions to accelerate digital transformation, deploy plans to improve administrative reform indices; strongly improve the investment and business environment and enhance the Provincial Competitiveness Index (PCI).

Coordinate to closely grasp the situation of enterprises, promote meetings and contacts with enterprises and employees, propose and recommend timely resolution and support to prevent collective labor disputes, collective cessation of work, and strikes. Inspect the observance of labor law, democracy at the grassroots level in a number of enterprises.

Continue to implement the contents of the Project “Developing labor relations in Ho Chi Minh City in the period of 2022 – 2026” according to Decision 4628/2022 of the Ho Chi Minh City People’s Committee and coordinate to implement Decree 98/2014 on stipulating the establishment of political organizations and socio-political organizations in enterprises of all economic sectors.

Another important content is to build a plan for self-inspection of the implementation of mass mobilization work of the authorities associated with the implementation of Conclusion 114-KL/TW dated July 14, 2015 of the Party Central Committee’s Secretariat on continuing to renew and improve the effectiveness and efficiency of the mass mobilization work of the authorities.
