Starting today (June 9th), several new wards and communes in Binh Duong Province are undergoing trial operations. The reception and processing of administrative procedures began at 1:30 pm on the same day.

The provincial leaders simultaneously inspected and acknowledged the functioning and service delivery of the newly merged and streamlined local governments.

At the new Binh Duong Ward (located at the People’s Committee of Hoa Phu Ward, Thu Dau Mot City), Secretary of the Provincial Party Committee Nguyen Van Loi commended the efforts and sense of responsibility of the Party committees, authorities, and agencies in focusing on the assigned tasks, from repairing and renovating the office building, arranging workspaces, installing equipment to ensuring environmental sanitation and landscaping.

Binh Duong Ward was established by merging four wards: Hoa Phu, Phu My, Phu Tan (Thu Dau Mot City), and Phu Chanh (Tan Uyen City). This area is a key location in Binh Duong Province, housing the provincial administrative center, modern industrial parks, and large real estate projects by foreign investors.

Binh Duong Ward has arranged two office locations. The Party – Fatherland Front and mass organizations will use the old People’s Committee office of Phu My Ward. Meanwhile, the State administrative agencies, including the Public Administration Service Center, are located at the former People’s Committee office of Hoa Phu Ward.

From June 9th onwards, individuals and organizations in the area can carry out administrative procedures within the jurisdiction of the district-level People’s Committee (including the Public Security sector and the branch office of the Land Registration Office in Thu Dau Mot City) and the commune-level People’s Committee at the Hoa Phu reception point. The reception points in the former wards of Hoa Phu, Phu Tan, Phu My, and Phu Chanh will remain operational until June 30th.

Thuan Giao Ward, with 85 civil servants, also began its trial operation today. The ward was formed by merging Thuan Giao Ward and Binh Quoi A, Binh Quoi B, and Binh Phu neighborhoods of Binh Chuan Ward (Thuân An City).

Thuan Giao Ward has arranged two office locations. The Party, Fatherland Front, and mass organizations will use the office of Binh Chuan Ward’s Public Security Division, while the State administrative agencies will use the office of Binh Chuan Ward’s People’s Committee.

In Di An City, the new Tan Dong Hiep Ward commenced its trial operation from the old office of Tan Binh Ward. The ward was formed by merging the entire area of Tan Binh Ward, three neighborhoods of Tan Dong Hiep Ward (Dong Thanh, Dong An, and Tan An), and four neighborhoods of Thai Hoa Ward (Ba Dinh, Tan Ba, My Hiep, and Tan My) in Tan Uyen Town.

After the merger, the new Tan Dong Hiep Ward has an area of over 23 square kilometers and a population of about 110,000 people.

Initial challenges were noted, such as the lack of functional rooms and difficulties in transferring administrative procedures. Mr. Vo Van Minh appreciated the proactive and thorough preparations, ensuring the locality’s smooth and effective official operation from July 1st without any interruptions.

He also affirmed that timely directives would be issued to ensure the smooth and effective functioning of the new ward-level government.

In Ben Cat Town, the new Tay Nam Ward, with a planned staff of 80 people, also began its trial operation today. The ward was formed by merging An Tay Ward and Thanh Tuyen Commune (excluding Duong Long Hamlet), along with two hamlets of An Lap Commune in Dau Tieng District.

Before the trial operation, the locality completed the repair of the office building and conducted extensive propaganda among the people. The reception and processing of administrative procedures started at 1:30 pm today (June 9th) at the Public Administration Service Center located in the old People’s Committee office of An Tay Ward.

Tru Van Tho Commune in Bau Bang District, with a population of over 24,000, also commenced operations today. The new commune office is located in Cay Truong II Commune. With an area of 76.56 square kilometers, it is one of the largest communes in Binh Duong Province after the reorganization.

The province has arranged for the repair of the People’s Committee office of Tru Van Tho Commune to ensure its operation from July 1st.

According to the leaders of Binh Duong Province, the trial operation of the new wards and communes is not just a change in administrative boundaries but a comprehensive test of human resources, organizational structure, and governance, ensuring transparency, efficiency, proximity to the people, and service to the people.

As requested by Secretary of the Provincial Party Committee Nguyen Van Loi, the newly merged wards and communes must hold daily leadership meetings at 4:00 pm to report on the implementation progress, and receive feedback on difficulties and problems beyond their authority for timely provincial-level resolution.

This will provide a basis for drawing lessons and making timely adjustments to ensure the smooth and effective operation of the new wards and communes from July 1st, 2025.
