On June 10th, the Investigation Police Department for Corruption, Economic, Smuggling, and Environmental Crimes of the Hà TÄ©nh Provincial Public Security announced that they had recently initiated legal proceedings and arrested Mr. Nguyen Van Hung, Chairman of Loc Yen Commune People’s Committee, for “Violation of regulations on the use of state assets, causing loss and waste.”

Previously, in late 2024, Loc Yen Commune People’s Committee received funding from Ha Tinh province to purchase cement for constructing rural roads. The bidding process was carried out by Huong Khe District People’s Committee, and in December 2024, Loc Yen Commune received 210 tons of cement worth over VND 200 million.

The cement supplied for building new rural roads was not properly stored and deteriorated.

The cement was intended for expanding a 1-kilometer-long, 5.5-meter-wide inter-communal road connecting Binh Phuc village in Loc Yen commune to Dong Hai village in Gia Pho commune.

However, due to a lack of corresponding construction materials such as sand and gravel, the project has not been implemented since the cement was delivered. Meanwhile, the cement was not properly stored, leading to deterioration and hardening.

Hundreds of tons of cement were damaged due to prolonged non-use.

As observed on-site, thousands of cement bags were piled up in the commune’s stadium, next to a residential road. The cement was placed directly on the ground with only a thin layer of tarpaulin covering it. After being exposed to the elements for several months, hundreds of tons of cement became unusable.

Immediately upon discovering this situation, the Chairman of Huong Khe District People’s Committee signed a decision to temporarily suspend Mr. Nguyen Van Hung from work for 15 days to facilitate inspection, verification, and clarification of the responsibilities of individuals and collectives involved.

The case is currently under further investigation and handling by the competent authorities.
