The Hanoi People’s Court is scheduled to open a first-instance trial on June 24 to prosecute 41 defendants in a bribery case involving Phuc Son Group and localities of Vinh Phuc, Quang Ngai, Phu Tho, and Vinh Long provinces.
The council is chaired by Judge Tran Nam Ha. Judge Nguyen Thi Tram Anh and three people’s jurors are also on the council. Six prosecutors from the Hanoi People’s Procuracy are present to exercise the right to prosecute and supervise the trial.
The trial is expected to last ten days, including holidays.
Defendant Nguyen Van Hau (aka Hau “Phao”), Chairman of the Board of Directors of Phuc Son Group Joint Stock Company, is being tried for three offenses: Violation of accounting regulations causing serious consequences; violation of bidding regulations causing serious consequences and bribery.

Nine defendants were tried for bribery, including Hoang Thi Thuy Lan (former Secretary of the Provincial Party Committee of Vinh Phuc), Le Duy Thanh (former Vice Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Vinh Phuc Province), Pham Hoang Anh (former Vice Secretary of Vinh Phuc Provincial Party Committee), Nguyen Van Khoat (former Vice Chairman of Vinh Phuc People’s Committee), Nguyen Van Nhiem (former Vice Director of Vinh Phuc Provincial Finance Department), Chu Quoc Hai (former Vice Director of Vinh Phuc Department of Natural Resources and Environment), Cao Khoa (former Chairman of Quang Ngai People’s Committee), Le Viet Chu (former Secretary of Quang Ngai Provincial Party Committee), and Dang Van Minh (former Chairman of Quang Ngai People’s Committee).
Eight defendants were tried for abuse of position and power while performing official duties, including: Pham Van Vong (former Secretary of the Provincial Party Committee of Vinh Phuc), Pham Quang Hung (former Chairman of Vinh Phuc People’s Committee), Ha Hoa Binh (former Vice Chairman of Vinh Phuc People’s Committee), Ngo Duc Vuong (former Secretary of Phu Tho Provincial Party Committee), and Nguyen Doan Khanh (former Secretary of Phu Tho Provincial Party Committee and Chairman of Phu Tho People’s Committee)…
Defendant Dang Trung Hoanh, former Chief of Staff of the Mang Thit District Party Committee in Vinh Long, was tried for taking advantage of the influence of officials to gain benefits.
In addition, 17 defendants were tried for violating bidding regulations, causing serious consequences, and five defendants were tried for violating accounting regulations, causing serious consequences.
According to the case file, from 2010 to 2023, defendant Nguyen Van Hau, Chairman and General Director of Phuc Son Group, and his accomplices committed acts of bribery, abuse of position and power, and violations of bidding and accounting regulations… to illegally profit and cause a loss of more than VND 1,168 billion to the state budget.
During the implementation of projects and packages in Vinh Phuc, Quang Ngai, and Phu Tho, Nguyen Van Hau directly performed or instructed his subordinates to violate accounting and bidding laws, or colluded with other units to violate legal regulations.
The consequences of the accounting violations amounted to VND 504 billion, the land price re-determination caused a loss of VND 204 billion, and the bidding violations caused a loss of VND 459 billion.
Hau’s misconduct led to the criminal prosecution and disciplinary action of a series of officials in the above localities, damaging the people’s trust and causing public outrage.
In addition, Hau used his connections and money to collude with individuals with positions and power to create favorable conditions for companies in the Phuc Son ecosystem to win bids. Subsequently, Phuc Son Group implemented projects and packages, profiting illegally and causing serious damage to state property.
In total, the defendant bribed more than VND 132 billion. Of this amount, defendant Hoang Thi Thuy Lan received VND 25 billion and $1 million. Defendant Le Duy Thanh received VND 20 billion and $1.3 million. Defendant Dang Van Minh received VND 22.6 billion and $240,000 and personally benefited VND 10.6 billion…
Through social security activities and land purchases in Mang Thit District, Vinh Long Province, by Phuc Son Group, some individuals took advantage of their influence over officials to gain benefits.
