On June 9th, the Steering Committee for the Implementation of the Restructuring of Administrative Units at All Levels and the Building of a Two-Tier Local Government Model in Ho Chi Minh City (referred to as the Steering Committee) held a meeting. The meeting was chaired by Nguyen Van Nen, Politburo member, Secretary of the Municipal Party Committee, and Head of the Steering Committee.

Also in attendance were Nguyen Thanh Nghi, Central Committee member, Permanent Vice Secretary of the Municipal Party Committee, and Standing Vice Head of the Steering Committee; Nguyen Van Duoc, Central Committee member, Vice Secretary of the Municipal Party Committee, and Chairman of the Municipal People’s Committee and Vice Head of the Steering Committee; Nguyen Thi Le, Vice Secretary of the Municipal Party Committee, Chairwoman of the Municipal People’s Council, and Vice Head of the Steering Committee; and Nguyen Phuoc Loc, Vice Secretary of the Municipal Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, and Vice Head of the Steering Committee.

During the meeting, the delegates discussed and exchanged ideas on various work contents to ensure that the tasks are completed according to the set plans, schedules, and regulations. They also put forward proposals for the Steering Committee’s consideration and unification to report to the Municipal Party Committee’s Standing Committee.

According to a comprehensive report on the work of rearranging communal-level administrative units, from June 12th to June 30th, Ho Chi Minh City will pilot the two-tier local government model in the city.

Concurrently, the city will organize and implement the transfer of functions and tasks from the district level to the communal level after the merger, effective from July 1st, when the legal documents come into force.

Simultaneously, the city will issue decisions to terminate the operations of the Party Committee of Thu Duc City and the Party Committees of districts and communes, wards, and towns. Decisions will also be made to establish new ward and commune Party Committees, as well as to appoint ward and commune Party Committees’ executive boards, standing boards, secretaries, vice secretaries, inspection committees, chairpersons, and vice-chairpersons for the 2025-2030 term.

Decisions will be made to terminate the operations of the Vietnam Fatherland Front and socio-political organizations in districts, Thu Duc City, and at the municipal level, as well as to establish the Vietnam Fatherland Front and socio-political organizations in Ho Chi Minh City after the merger. Decisions will also be issued to establish the Vietnam Fatherland Front and socio-political organizations at the communal and ward levels following the restructuring.

Ho Chi Minh City will also issue decisions on the appointment of heads and deputy heads of units under the People’s Committees of new communal-level administrative units. The city will implement a project to restructure the municipal Inspectorate to make it more streamlined, strong, effective, and efficient.

At the same time, the city will complete the configuration of the Ho Chi Minh City information system for administrative procedure handling to ensure smooth and continuous receipt and processing of administrative documents, providing the best service to citizens and businesses. The city will also complete the digitization of documents from agencies and organizations before the restructuring of administrative units.

Ho Chi Minh City will also arrange and implement policies for officials and non-professional staff at the communal level when implementing the two-tier local government model. The city will arrange officials, public employees, and employees, as well as headquarters, equipment, and conditions to ensure the operation of Party committees, authorities, the Vietnam Fatherland Front, and functional agencies of the city.

It is expected that before June 20th, Ho Chi Minh City will submit to the Politburo for approval the list of members of the Municipal Party Committee’s Executive Board, Standing Board, Secretary, Vice Secretary, Inspection Commission, Chairman and Vice Chairman (after restructuring) for the term 2020-2025; and the term 2025-2030, expected to be completed before August 15th.

Ho Chi Minh City is expediting the completion of the project to restructure public non-business units at the district and municipal levels.

The city will implement the merger of radio and television stations at the provincial level in tandem with the restructuring of administrative units at the provincial level, to be completed before September 15th.
