Delighted to meet again with Prime Minister Pedro Sanchez following his official visit to Vietnam in April 2025, Prime Minister Pham Minh Chinh warmly conveyed the best regards from General Secretary To Lam, President Luong Cuong, and Chairman of the National Assembly Tran Thanh Man to the Spanish leadership.
Prime Minister Chinh emphasized that Vietnam attaches great importance to its relationship with Spain and wishes to further strengthen multifaceted cooperation with Spain, Vietnam’s first strategic partner in the EU.
In a cordial and open atmosphere, the two leaders discussed ways to build upon the outcomes of Prime Minister Sanchez’s recent visit to Vietnam, with the aim of taking the Vietnam-Spain Strategic Partnership to new heights of practicality and effectiveness.
Both leaders affirmed that economic, trade, and investment ties are a crucial pillar of the Vietnam-Spain Strategic Partnership.
They agreed to jointly implement the Vietnam-EU Free Trade Agreement (EVFTA) and the newly signed Bilateral Financial Cooperation Protocol, as well as to convene the first session of the Mixed Committee on Economic, Trade, and Investment Cooperation in 2025 to maximize the potential and complementarities of the two economies, with the goal of surpassing 8 billion USD in two-way trade in the near future.
Prime Minister Pham Minh Chinh requested Spain’s support in urging the European Parliament to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA) and in advocating for the removal of the “yellow card” on Vietnamese seafood (IUU). He also proposed that the two sides continue to open their markets to each other to diversify markets, products, and supply chains, reducing dependence on a single market.
The Prime Minister shared Vietnam’s interest in sending a task force to Spain to learn from their experience and strengthen cooperation in the development of the railway industry, requesting Spain’s cooperation in technology transfer and human resource training in this field.
Prime Minister Pedro Sanchez concurred with Prime Minister Chinh’s views, emphasizing the importance of enhanced solidarity and cooperation among nations in the current context. Spain aims to further strengthen bilateral relations with Vietnam, especially in the field of high-speed railways, where Spain boasts the second-longest network in the world. Spain is ready to share its expertise with Vietnam and welcomes a Vietnamese task force.
Spain also expressed support for Vietnam’s comprehensive partnership and cooperation with the EU, harnessing the vast potential of the EVFTA. Prime Minister Sanchez invited Prime Minister Pham Minh Chinh to attend the 4th High-Level Conference on Financial Development (FfD), hosted by Spain, to further explore potential areas of cooperation between the two countries.
The leaders also discussed ways to advance the UN agenda on sustainable development, marine biodiversity conservation, governance, and security, underscoring the importance of maintaining peace, stability, security, and freedom of navigation and overflight in the seas, including in the South China Sea, in accordance with international law, especially the 1982 UNCLOS.
