Introducing the New Lam Dong Province: A Visionary Reorganization

On June 9th, Party General Secretary To Lam, along with a Central Work Delegation, met with the Provincial Party Committee of Lam Dong, Binh Thuan, and Dak Nong to discuss the implementation of recent Central resolutions and conclusions. The main agenda also included the reorganization of local administrative units in preparation for the 14th Party Congress, as well as matters of national defense, local economic growth, and social welfare.

In his concluding remarks, General Secretary To Lam emphasized the merger of the three provinces as a strategic move to enhance governance efficiency and optimize resource utilization. The formation of the new Lam Dong Province will create a larger and more robust economic and administrative entity, boasting the largest land area in Vietnam and a population of over 3.3 million people. This scale will bring about a significant increase in public investment, enabling the province to propose special mechanisms and attract strategic resources for regional development.

Given this transformation, the General Secretary advised local leaders to carefully plan the arrangement of workspaces and accommodations for officials, public employees, and laborers.

Acknowledging the unique strengths of each locality, the General Secretary highlighted their potential for mutual complementarity: Lam Dong, a hub for high-tech agriculture; Dak Nong, endowed with mineral resources and industrial land; and Binh Thuan, a coastal gateway with advantages in renewable energy and coastal logistics.

Emphasizing the new province’s diverse economic structure, abundant mineral and renewable energy resources, leading agricultural produce, and distinctive tourism ecosystem, the General Secretary envisioned a development model centered on green, circular, digital, and knowledge-based economies. While encouraging rapid development, he underscored the imperative of sustainability and a steadfast commitment to a green growth orientation.

Given the province’s post-merger advantages, the General Secretary urged local authorities to promptly develop resolutions and complete planning to report to the Government. He stressed the need for cohesive development in urban, agricultural, industrial, port, and airport sectors.

Regarding transportation connectivity, the General Secretary highlighted its dual importance for economic development and national security. He instructed the new Lam Dong Province to prioritize the development of an East-West transportation axis to ensure seamless connectivity.

Additionally, the General Secretary directed the leaders of the three provinces to accelerate economic development while safeguarding the environment, especially the protection of upstream forest areas.

Placing people at the core of all strategies, the General Secretary encouraged local authorities to foster a spirit of self-reliance and legitimate aspiration for prosperity among the populace. He also emphasized the need for comprehensive investment in culture, education, healthcare, and the development of high-quality human resources for high-tech agriculture, green industry, logistics, and digital transformation.

Concerning the proposals and recommendations of the three provinces, the General Secretary acknowledged their validity and instructed the Office of the Party Central Committee to forward them to relevant agencies for urgent consideration and resolution, in accordance with legal regulations and with a spirit of maximum support for the localities.

During the meeting, the General Secretary also addressed the potential temporary closure of Lien Khuong Airport during its upgrade. He expressed concern that the disruption in air travel, coupled with the existing challenges in road transportation from Ho Chi Minh City to Lam Dong, would severely impact tourism, a key economic sector for the province.

Sharing an anecdote from a conversation with the Prime Minister of Singapore, the General Secretary recalled the latter’s description of Da Lat as the “European city” of Southeast Asia, exuding European architecture, climate, and scenery. According to the General Secretary, the city has yet to fully unlock its potential. Many Singaporean and European tourists choose Da Lat as a holiday destination to relish its European ambiance. Thus, the temporary closure of Lien Khuong Airport would hinder the fulfillment of this unique demand.

In light of this, the General Secretary instructed local authorities to carefully consider and propose solutions that balance airport upgrades, transportation infrastructure development, and tourism promotion to ensure the province’s economic and tourism growth.

According to Decision No. 759/QD-TTg dated April 14, 2025, signed by Permanent Deputy Prime Minister Nguyen Hoa Binh, Lam Dong, Dak Nong, and Binh Thuan will merge to form the new Lam Dong Province. With a total area of 24,233 km2 and a population of over 3.3 million, it will be the largest province in Vietnam in terms of land area.

The administrative center of the new province is expected to be located in the city of Da Lat, which currently belongs to Lam Dong Province. Following the merger, the new Lam Dong Province is expected to comprise 124 communes, wards, and special districts.
