According to information obtained by Nguoi Lao Dong reporters, the luxurious compound where Nguyen Anh Tuan (aka Tuan “Than Den”) was often seen is located outside the Ma River dike in Dong Hai Ward, Thanh Hoa City, Thanh Hoa Province, spanning over 35,000 square meters.

The provincial People’s Committee of Thanh Hoa leased the land to two companies, Le Hoang Investment and Development JSC (Le Hoang Company) and Minh Dat Trading and Construction JSC (Minh Dat Company), for a period of 50 years to be used as a sand depot.
In reality, despite being leased to two separate entities, the two plots of land are adjacent to each other, sharing a common entrance and perimeter fence, with no clear boundary separation.

Interestingly, during their operations, these two companies constructed several structures that deviated from their permits. The People’s Committee of Thanh Hoa City inspected, identified these violations, and ordered their demolition. However, for several years, some of these structures continued to stand tall along the Ma River.
Specifically, on October 16, 2022, the Urban Rule Inspection Team of Thanh Hoa City, in coordination with the People’s Committee of Dong Hai Ward, inspected Lot 522, Map No. 3 (in Dong Hai Ward) and discovered that the company had built a 51.5-square-meter housing area for workers.

On December 10, 2022, the People’s Committee of Thanh Hoa City issued an administrative fine of 8 million VND and ordered Le Hoang Company to restore the land to its original state before the violation.
Regarding Minh Dat Company, on December 18, 2022, the People’s Committee of Thanh Hoa City issued a decision requiring the company to demolish structures built without permits since 2019 on Lot 523, Map No. 5 (in Dong Hai Ward).

The imposing structures were designed as reception areas, offices, and worker accommodations, according to the company.
In this decision, the People’s Committee of Thanh Hoa City ordered Minh Dat Company to demolish a 260-meter-long brick wall, a hexagonal pavilion of 10 square meters, and a 20-square-meter rock garden.
Despite repeated directives from the People’s Committee of Thanh Hoa City to dismantle the unauthorized structures, most of them remained standing for years.
According to the landscape architectural planning drawing prepared by Minh Dat Company and approved by the Chairman of Thanh Hoa City People’s Committee in 2010, the construction area was 495.3 square meters. This included facilities such as a guard house, a guesthouse, an office building, and worker accommodations.

According to documents provided by the People’s Committee of Thanh Hoa City, as of now, only one construction permit has been granted to Minh Dat Company for a 110.5-square-meter guard house and guesthouse (Permit No. 2535 dated October 25, 2018) on their land.
However, in reality, the sand depot area has been transformed into a luxurious resort-like space, featuring a two-story stilt house, a rock garden, a fish pond, and a garden. Meanwhile, the sand depot occupies only a small portion of the area, located near the Ma River.

A leader of the Urban Rule Inspection Team of Thanh Hoa City stated that Le Hoang Company has demolished the 51.5-square-meter house, restoring the land to its original state. However, some structures built by Minh Dat Company still remain standing.
Construction within the floodplain
In addition to constructing structures without permits, Le Hoang Company also built within the Ma River floodplain. The workers’ housing area was found to be within the floodplain of the Ma River, and the provincial People’s Committee of Thanh Hoa has directed the handling of this violation in Document No. 14518/UBND-NN dated September 30, 2022.
