On June 9, while attending the 3rd UN Ocean Conference in Nice, France, Prime Minister Pham Minh Chinh met with Chinese Vice President Han Zheng.
Prime Minister Pham Minh Chinh respectfully conveyed warm greetings from General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man, and Standing Member of the Party’s Central Committee’s Secretariat Tran Cam Tu to General Secretary and President Xi Jinping and other Chinese leaders.
The Prime Minister affirmed that the Vietnamese Party and state highly appreciated the recent visit of General Secretary and President Xi Jinping to Vietnam and the rich and substantive outcomes of the visit, which have provided strategic guidance for the development of bilateral relations between the two Parties and countries.
Both sides agreed to continue to concretize and effectively implement the common perceptions reached during the visit, promote the Vietnam-China comprehensive strategic cooperative partnership in the direction of the “six goodes,” maintain regular high-level exchanges, strongly promote economic, trade, and investment cooperation, and expand cooperation in science, technology, and innovation so that these areas can become bright spots and new driving forces in bilateral relations.

Prime Minister Pham Minh Chinh requested that top priority be given to promoting cooperation on the railway project, with a determination to commence the Lao Cai-Hanoi-Hai Phong line in 2025.
At the same time, he proposed that the Chinese side pay attention to providing preferential credit, technology transfer, and human resource training support.
Chinese Vice President Han Zheng respectfully conveyed greetings from General Secretary and President Xi Jinping to General Secretary To Lam and other Vietnamese leaders. He expressed his appreciation for the cordial and solemn reception with the highest protocol accorded by the Vietnamese Party and state during the recent visit of General Secretary and President Xi Jinping to Vietnam.
Vice President Han Zheng spoke highly of the positive development momentum of the Vietnam-China comprehensive strategic cooperative partnership and affirmed China’s readiness to continue close coordination with Vietnam in implementing and concretizing the common perceptions between the highest leaders of the two Parties and countries, strengthening strategic communication, consolidating political trust, and promoting practical cooperation to achieve specific progress and bring practical benefits to the people of both countries.
Earlier, on May 20, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting to promote the implementation of the Lao Cai-Hanoi-Hai Phong railway project. The Prime Minister proposed a roadmap, setting the milestone of December 19, 2025, for the simultaneous commencement of five sections of the project.
The Lao Cai-Hanoi-Hai Phong railway project has a total investment of VND 203,231 billion, equivalent to US$8.37 billion. The starting point of the project is at the cross-border connection point (Lao Cai province), and the endpoint is at Lach Huyen station (Hai Phong city), with a length of nearly 391 km. The branch line is 27.9 km long, passing through 9 provinces and cities, including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.
The railway will be newly built with a single track, a standard gauge of 1,435 mm, and will transport both passengers and freight. The design speed is 160 km/h for the main line from Lao Cai new station to Nam Hai Phong station, 120 km/h for the section passing through the Hanoi metropolitan area, and 80 km/h for the remaining sections.
