On June 3 and June 10, 2025, the Investigative Agency of the Ministry of Public Security issued a decision to supplement the decision to initiate a criminal case on the charge of “Taking bribes”; at the same time, it decided to prosecute the accused, conduct inspections, and apply measures to prevent the Deputy Minister of Labor, War Invalids, and Social Affairs, Nguyen Ba Hoan, and three other accused of taking bribes related to the case at Hoang Long Company and some related units.
The Investigation Police Agency for Corruption, Economic, and Smuggling Crimes is investigating a case of “Violation of accounting regulations, causing serious consequences” that occurred at Hoang Long Shareholding Company for Investment, Construction, and Human Resource Supply (Hoang Long Company) and some related units, according to the Decision to initiate a criminal case No. 28/QD-CSKTP6 dated May 14, 2025.
Expanding the investigation of the case, the Investigation Police Agency for Corruption, Economic, and Smuggling Crimes (Investigative Agency of the Ministry of Public Security) organized an investigation to clarify Mr. Nguyen Ba Hoan’s direction, the Ministry of Labor, Invalids, and Social Affairs (MOLISA) directed the Department of Overseas Labor Management (DOLABO) to issue regulations and require enterprises to have a “Sub-license” (in addition to legal regulations) when implementing labor export contracts, creating barriers and causing difficulties for businesses, forcing businesses to meet and bribe leaders of MOLISA and DOLABO. The source of the bribe money is from enterprises that abuse the granted permits, assign the task of organizing labor exports, impose, and force laborers to pay service fees many times higher than the cost norms, appropriating the money of laborers.
Based on the investigation results, on June 3 and June 10, 2025, the Investigative Agency of the Ministry of Public Security decided to supplement the decision to initiate a criminal case on the charge of “Taking bribes”; at the same time, it decided to prosecute the accused, conduct inspections, and apply measures to prevent 1. Nguyen Ba Hoan, Deputy Minister of Labor – Invalids and Social Affairs; 2. Tong Hai Nam, Director; 3. Nguyen Gia Liem, former Deputy Director; 4. Pham Viet Huong, Deputy Director of DOLABO, was charged with “Taking bribes”, as stipulated in Article 354 of the Penal Code. Of which, Pham Viet Huong was banned from leaving his place of residence, and the other three accused were arrested and detained.

After the Supreme People’s Procuracy (Department 3) approved it, the Investigative Agency of the Ministry of Public Security has executed the above decisions and orders in accordance with the law. Currently, the Investigation Police Agency for Corruption, Economic, and Smuggling Crimes continues to investigate and expand the case and apply measures according to the law to recover assets.

On June 3 and June 10, 2025, the Investigative Police Agency (IPA) of the Ministry of Public Security made a supplementary decision to initiate a criminal case for the crime of “Taking Bribes”. They also decided to prosecute and issue an inspection warrant, applying preventive measures against Mr. Nguyen Ba Hoan, Deputy Minister of Labor, Invalids, and Social Affairs (MOLISA), and three other defendants on charges of “Taking Bribes” related to the case at Hoang Long Company and several other units.
