The Department of Police, investigating corruption, economic and smuggling-related crimes, is probing a case of “Violation of accounting regulations with serious consequences.” This case involves Hoang Long Investment, Construction and Manpower Supply JSC (Hoang Long Company) and several related entities, as per the Decision to initiate a criminal investigation, No. 28/QD-CSKT-P6, dated May 14, 2025.

As the investigation expanded, the Department of Police probed into the actions of Mr. Nguyen Ba Hoan, Deputy Minister of Labor, Invalids and Social Affairs. He directed the Overseas Labor Management Department (OLLMD) to issue regulations and require enterprises to obtain a “permit” (beyond legal requirements) for labor export contracts. This created obstacles and difficulties for businesses, forcing them to meet and bribe leaders of the Ministry of Labor, Invalids, and Social Affairs, as well as officials at the OLLMD.

The bribe money came from enterprises that abused their authority by charging excessive service fees from workers, many times the regulated cost, thus appropriating their money.

Based on the investigation results, on June 3 and 10, 2025, the Investigation Agency of the Ministry of Public Security issued a Decision to supplement the Decision to initiate a criminal investigation on the charge of “Taking Bribes.” They also issued a Decision to prosecute the accused, a Search Warrant, and applied preventive measures against Nguyen Ba Hoan, Deputy Minister of Labor, Invalids, and Social Affairs; Tong Hai Nam, Director; Nguyen Gia Liem, former Deputy Director; and Pham Viet Huong, Deputy Director of the OLLMD, on charges of “Taking Bribes.” A restriction on residence was imposed on Pham Viet Huong, while the other three accused were detained.

After the Supreme People’s Procuracy (Department 3) approved, the Investigation Agency of the Ministry of Public Security executed the above Decisions and Warrants in accordance with the law. The Department of Police is currently expanding the investigation and applying measures to recover assets.
