The Ho Chi Minh City People’s Committee has issued a document to units regarding the temporary suspension of construction projects and plans during the reorganization of the political system’s apparatus as per Conclusion 126 and Conclusion 127 of the Politburo and Secretariat.

Regarding construction projects for new, repaired, renovated, or upgraded office buildings that are currently under construction, the Chairman of the Ho Chi Minh City People’s Committee has instructed departments, branches, People’s Committees of districts, Thu Duc City, and project management boards under the Ho Chi Minh City People’s Committee to continue construction to ensure the progress of the project and increase the disbursement rate of the 2025 public investment plan.

For construction projects of new, repaired, renovated, or upgraded office buildings that are in the process of preparing investment procedures (investment policies, investment decisions), design deployment after the basic design, or have organized bidding, signed contracts but have not yet started construction, the implementation of the next investment procedures shall be temporarily suspended during the organizational apparatus arrangement.

After completing the arrangement of the organizational apparatus, the project owners shall review the necessity of investment and the new functions of the project, coordinate with the beneficiary units to propose optimal handling solutions to ensure efficiency, economy, and anti-wastefulness.

The Chairman of the Ho Chi Minh City People’s Committee also assigned the Department of Finance to coordinate with relevant agencies and units to review and advise the Ho Chi Minh City People’s Committee on arranging the 2025 public investment plan and the medium-term public investment plan for the 2026-2030 period for projects in accordance with regulations, ensuring efficiency and achieving the set disbursement targets.

Project investors shall work with contractors to complete the necessary procedures and legal requirements for temporarily suspending the implementation of the project, ensuring compliance and in accordance with regulations to avoid complaints and denunciations.
