The People’s Committee of Ninh Binh province has organized a conference to report and gather opinions on two major planning schemes: The Urban Planning Scheme for Me Town, Gia Vien district, by 2035, and The Detailed Planning Scheme for the Urban Service Area and the High-tech Agricultural Production Area within the overall construction planning scheme for the area from Binh Minh II Dyke to Con Noi Island in Kim Son district.

ME TOWN: EMBRACING TOURISM AND TRANSPORTATION

During the conference, the consulting unit presented a detailed overview of the Me Town Urban Planning Scheme with a vision towards 2035. The scheme encompasses nearly 2,000 hectares, including the entire Thinh Vuong town, Gia Phu commune, and parts of Gia Phuong and Lien Son communes, with a projected population of approximately 440,000 by 2035.

According to the orientation, Me Town will become the administrative, political, and socio-cultural center of Gia Vien district. Simultaneously, it will develop as a tourism and service-oriented urban area, serving as a crucial transportation hub connecting various tourist destinations within and outside the province. Leveraging its strategic location and tourism potential will be the foundation for Gia Vien district’s robust growth in the new phase.

The development model for Me Town is established along the lines of “2 regions – 3 corridors – 7 dynamic centers.” The two primary development regions comprise the central urban area and the expansion region, while the three corridors include a river landscape corridor, a transportation corridor, and a service-tourism corridor. The seven dynamic centers will be functional subdivisions such as administration, commerce, education, healthcare, sports, tourism, and light industry.

The scheme also provides specific orientations regarding architectural space organization, land-use planning, technical infrastructure systems, transportation networks, underground space development, urban landscapes, and environmental protection measures. All these aspects aim to build Me Town towards modernity, sustainability, and climate change adaptability.

KIM SON: PLANNING FOR URBAN SERVICES AND HIGH-TECH AGRICULTURE

Along with the Me Town planning scheme, the conference also discussed the Detailed Planning Scheme for Kim Son district at a scale of 1/2,000. This scheme covers an area of over 900 hectares, divided into two functional areas with distinct characteristics and well-connected infrastructure.

Conference Overview

Specifically, the Urban Service Area spans 449 hectares, with a projected population of 10,000, and is designed to become a center for public services and eco-urban development. This area will accommodate housing for workers and experts, tourism support services, sports facilities, water-based urban areas, and tourism resort complexes with approximately 600 rooms. This orientation aims to maximize the advantages of Kim Son’s coastal area while developing eco-tourism in harmony with nature conservation.

The remaining area is dedicated to the High-tech Agricultural Production Area, covering more than 461 hectares and expected to attract around 1,000 workers. This zone focuses on high-tech aquaculture and fisheries, providing support services for agricultural production and commercialization, particularly catering to the needs of sea farming—a sector that Ninh Binh province is prioritizing for investment.

A notable aspect of this planning scheme is the connection between these two areas through key transportation routes, including the Binh Minh II and III Dykes and a newly planned road. These routes will serve as the backbone for trade, transportation, and service development between the urban and agricultural production sub-areas, fostering functional integration and infrastructure coherence.

At the conference, delegates actively contributed their opinions on crucial aspects of the two planning schemes. The discussed topics included urban space development orientation, technical infrastructure systems, environmental protection, inter-regional connectivity, and criteria for applying high technology in agriculture.

Mr. Nguyen Cao Son, Vice Chairman of the People’s Committee of Ninh Binh province, instructed the relevant departments and local authorities to coordinate closely with the consulting unit to finalize the dossiers. Regarding the Me Town Planning Scheme, he requested that Gia Vien district, the Department of Industry and Trade, and the consulting unit carefully consider and clarify the current status, capacity, and potential for investment attraction in the Gia Phu – Lien Son Industrial Cluster to ensure feasibility in implementation.

For the Detailed Planning Scheme in Kim Son, the Vice Chairman instructed the consulting unit to thoroughly study the criteria for applying high technology in agricultural production, avoiding any trend-chasing approaches. He also emphasized the need to meticulously review and ensure the interconnection between functional areas to prevent fragmentation in the development process.

Mr. Nguyen Cao Son underscored the importance of the Kim Son and Gia Vien districts, along with the relevant departments, fully absorbing the valuable contributions made by the delegates at the conference. He urged them to finalize the dossiers and submit them to the People’s Committee of Ninh Binh province before June 12th to facilitate the subsequent steps as per regulations.
