On June 11th, the Ho Chi Minh City Party Committee established 10 task forces led by the Standing Committee of the City Party Committee and members of the City Party Committee’s Executive Board. These task forces will directly oversee, monitor, and provide guidance for the pilot implementation of the local government model at the commune level, which will take place from June 12th to July 1st.
Each task force is assigned to specific areas as follows:
Task Force 1, led by Mr. Nguyen Thanh Nghi, Permanent Vice Secretary of the City Party Committee, will oversee Minh Phuong, Binh Thoi, Phu Tho, and Hoa Binh wards in District 11, as well as Nha Be and Hiep Phuoc communes in Nha Be district.
Task Force 2, headed by Mr. Nguyen Van Duoc, Chairman of the City People’s Committee, will be responsible for Sai Gon, Ben Thanh, Cau Ong Lanh, and Tan Dinh wards in District 1, along with Can Gio, Thanh An, Binh Khanh, and An Thoi Dong communes in Can Gio district.
Task Force 3, led by Ms. Nguyen Thi Le, Chairwoman of the City Council, will monitor Ban Co, Xuan Hoa, and Nhieu Loc wards in District 3, An Dong, Cho Quan, and Cho Lon wards in District 5, Hoc Mon district’s Hoc Mon, Ba Diem, Xuan Thoi Son, and Dong Thanh communes, and Cu Chi district’s An Nhon Tay, Thai My, Tan An Hoi, Cu Chi, Nhuan Duc, Phu Hoa Dong, and Binh My communes.

Task Force 4, under the leadership of Mr. Nguyen Phuoc Loc, Vice Secretary of the City Party Committee and Chairman of the City Fatherland Front Committee, will supervise District 4’s Khanh Hoi, Vinh Hoi, and Xom Chieu wards, District 7’s Phu Thuan, Tan My, Tan Thuan, and Tan Hung wards, District 10’s Hoa Hung, Vuon Lai, and Dien Hong wards, and Binh Chanh district’s Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Binh Chanh, Hung Long, and Binh Hung communes.
Task Force 5, headed by Ms. Tran Kim Yen, Chairwoman of the City Party Committee’s Inspection Commission, will monitor Binh Dong, Phu Dinh, and Chanh Hung wards in District 8 and Phu Nhuan district’s Cau Kieu, Duc Nhuan, and Phu Nhuan wards.
Task Force 6, led by Mr. Duong Ngoc Hai, Permanent Vice Chairman of the City People’s Committee, will be responsible for Binh Tan district’s Binh Tan, Binh Hung Hoa, Binh Tri Dong, An Lac, and Tan Tao wards, and Go Vap district’s Hanh Thong, An Nhon, Go Vap, Thong Tay Hoi, An Hoi Tay, and An Hoi Dong wards.
Task Force 7, under the leadership of Ms. Van Thi Bach Tuyet, Head of the City Party Committee’s Organization Commission, will oversee Binh Thanh district’s Binh Loi Trung, Binh Quoi, Binh Thanh, Gia Dinh, and Thanh My Tay wards, and Tan Phu district’s Tay Thanh, Tan Son Nhi, Phu Tho Hoa, Phu Thanh, and Tan Phu wards.
Task Force 8, headed by Mr. Nguyen Manh Cuong, Head of the City Party Committee’s Propaganda and Education Commission, will be responsible for District 6’s Binh Tay, Binh Tien, Phu Lam, and Binh Phu wards, and Tan Binh district’s Tan Son Hoa, Tan Son Nhat, Tan Hoa, Bay Hien, Tan Binh, and Tan Son wards.
Task Force 9, led by Mr. Pham Thanh Kien, Permanent Vice Chairman of the City Council, will monitor Thoi An, Tan Thoi Hiep, Trung My Tay, An Phu Dong, and Dong Hung Thuan wards in District 12.
Task Force 10, under the leadership of Mr. Nguyen Huu Hiep, Secretary of the Thu Duc City Party Committee, will oversee the new wards in Thu Duc City, including Thu Duc, Binh Trung, An Khanh, Tam Binh, Linh Xuan, Tang Nhon Phu, Phuoc Long, Long Truong, Long Binh, Cat Lai, Hiep Binh, and Long Phuoc.
According to the plan, from June 12th, all 102 new commune-level administrative units in Ho Chi Minh City will simultaneously pilot the two-level urban government model.
The city will evaluate and draw lessons from the pilot phase, expected to take place between June 26th and June 30th. Based on this evaluation, the two-level government model will be officially implemented across Ho Chi Minh City starting July 1st.
