Proposed Merger of Provincial Radio and Television Stations

Ho Chi Minh City authorities have submitted a report to the Steering Committee for the Implementation of the Restructuring of Administrative Units at All Levels and the Building of a Two-Tier Local Government Model on the progress and status of the restructuring process as of June 9.

Regarding the rearrangement and placement of personnel in the restructuring process, the Ho Chi Minh City People’s Committee has advised the Party Committee of the People’s Committee on 479 personnel expected to hold the positions of Chair and Vice Chair of the People’s Councils and People’s Committees in the new wards and communes and provided recommendations for 31 vacant positions.

Additionally, the committee presented a proposal to the Standing Committee of the Party Committee of the People’s Committee, seeking approval from the Steering Committee to increase the number of leaders as a source for planning and introducing candidates for the positions of Vice Chair of the People’s Councils and two full-time Vice Chairs of the People’s Committees.

The proposal suggests adding one Vice Chair to the People’s Committee, and two Vice Directors to the Office of the People’s Council and People’s Committee and the Department of Economics, Infrastructure, and Urban Affairs in the 78 wards implementing the urban governance model without People’s Councils until the 2026-2031 term People’s Councils are elected.

In terms of mechanisms and policies, during the implementation phase of Conclusion 09, Ho Chi Minh City issued decisions on early retirement in accordance with Decree 178/2024 and Decree 67/2025 for 10 cases. The Department of Finance is currently evaluating the estimated budget for the regime.

In the phase of implementing Conclusion 127, 140 cases of early retirement and resignation were resolved according to Decree 178/2024 and Decree 67/2025. Additionally, the Department of Home Affairs provided guidance on policies and regimes for cases at the district-level Red Cross Societies.

Regarding documents and administrative procedures, the Office of the Ho Chi Minh City People’s Committee has compiled a list of 322 district-level procedures proposed for reduction, defining the authority for 45 procedures at the provincial level and 231 at the communal level.

The Office of the Ho Chi Minh City People’s Committee has also issued temporary guidance on the framework procedure for receiving and handling administrative procedure dossiers with the new commune-level Public Service Centers.

This ensures the continuity, smoothness, and timeliness of administrative procedure handling, meeting the needs of the people and businesses and aligning with the Central’s orientation on the restructuring of administrative units at all levels and the building of a two-tier local government model.

From now until June 30, the Office of the Ho Chi Minh City People’s Committee, in coordination with the Department of Home Affairs, will advise the Ho Chi Minh City People’s Committee to direct departments, sectors, and localities to coordinate and implement scenarios for hypothetical situations when operating the new local government model.

The Department of Home Affairs, in coordination with the Organization Commission of the Party Committee, will advise the Ho Chi Minh City People’s Committee on the temporary arrangement of officials and civil servants working in the 102 wards and communes before June 11.

Proposal to Merge Provincial Radio and Television Stations

Ho Chi Minh City is advising on the rearrangement of specialized agencies, other administrative agencies, and public non-business units under the Ho Chi Minh City People’s Committee, including the development of a proposal to rearrange radio and media agencies.

Currently, the Ho Chi Minh City Party Committee’s Propaganda and People’s Mobilization Commission is working on the proposal to submit to the Ho Chi Minh City Party Committee Standing Committee for consideration and decision.

Additionally, the Department of Culture and Sports has submitted a proposal to merge provincial radio and television stations in tandem with the restructuring of provincial-level administrative units. The Ho Chi Minh City People’s Committee will coordinate with the Party Committee’s Propaganda and People’s Mobilization Commission to submit a comprehensive proposal for the rearrangement of media agencies.
