
Our reporter at Tien Phong Newspaper witnessed that the designated Domestic Clearance Point in Hanoi (also known as ICD Co Bi Inland Port) in Gia Lam district remains an empty plot of land and a pond.

The surroundings of the project are filled with waste, and the perimeter fence has mostly collapsed. According to the plan, the investment project for the construction of the Domestic Clearance Point in Hanoi’s Co Bi commune, Gia Lam district, has a total expected investment of over VND 2,560 billion. It was scheduled to commence in January 2012 and become operational by December 2014. However, after a groundbreaking ceremony in May 2016, the project stalled without any further construction activities.

Locals utilize the project site for vegetable gardening.

According to Hanoi’s plan for the development of logistics services in the area for 2024, the city is determined to commence construction on two inland ports (ICD) in Co Bi commune, Gia Lam district, this year. The principle for developing logistics infrastructure in the city is to allocate land and maximize potential and resources to construct and efficiently operate logistics infrastructure.

The investor representative stated that the project has completed 100% land clearance. The investor is currently coordinating with departments to commence the project soon. Hanoi People’s Committee added that the city has assigned the Department of Planning and Investment (now the Department of Finance) to coordinate with related units to inspect and report to the competent authorities for consideration and handling in accordance with investment and land laws if the investor does not continue with the project.

Located on National Highway 32, the My Dinh Inland Port project (Duc Thuong commune, Hoai Duc district, Hanoi) is neglected, with potholes and puddles along the entrance road.

The area has become a dumping ground for construction materials.

The My Dinh Inland Port project has a registered investment capital of over VND 1,704 billion, with a capacity of 150,000 TEU and a total area of 18 hectares.

The project is expected to become a new clearance point for enterprises, featuring a full range of standard warehouses: bonded warehouses, CFS warehouses, cold storage, e-commerce warehouses, and offices for customs and shipping lines.

Regarding the delay in the My Dinh Inland Port project, the investor, Interserco – ILS, stated in the media that there are no fundamental obstacles, but the site clearance process must follow the proper procedures.

The People’s Committee of Hoai Duc district provided information that the total area recovered is 177,369.3 m2 (385 households with an area of 155,099.6 m2), and 22,269.7 m2 of public land managed by the People’s Committee of the commune. All households have received compensation and handed over the land. Additionally, 100% of households with graves have received compensation and relocated the graves outside the project area to the commune’s public cemetery as prescribed.

The project has completed 99% of land clearance, with the remaining challenge being the relocation of an electrical station, for which procedures are still pending. The district is expediting land clearance progress for the near future.
