The Investigation Police Agency of Dak Lak province is continuing to clarify the responsibilities of individuals and organizations related to the case of “violating regulations on land management” in Krong Pak district.

So far, at least two individuals, Mr. Doan Xuan Binh (born 1956, former Vice Chairman of Krong Pak district People’s Committee) and Phan Xuan Lam (born 1979, deputy head of the Department of Agriculture and Environment of Krong Pak district) have been prosecuted for the same offense.

Previously, for many years, NLD newspaper had reflected on the signs of violation of the leaders and officials of Krong Pak district when they “transformed” the planned “golden land” park into red books for an individual living in the area for 50 years.

According to the initial investigation by the police, in 2014, Ms. LTTK submitted a request to lease land to the People’s Committee of Krong Pak district to build a wedding restaurant, cafe, and karaoke complex.

In December 2014, the People’s Committee of Krong Pak district issued a decision approving the detailed construction planning at a 1/500 scale for Tan An Central Park in Phuoc An town.

In June 2015, during the implementation process, Mr. Phan Xuan Lam, Deputy Head of the Department of Agriculture and Environment of Krong Pak district (formerly the Department of Natural Resources and Environment), was in charge of establishing, appraising, and consulting on the dossier.

Subsequently, Mr. Doan Xuan Binh signed an agreement to lease an area of 4,732 square meters of land to Ms. LTTK and issued two land use certificates for the Tan An Lake area, which did not conform to the land use planning and plans approved by the People’s Committee of Dak Lak province.

The value of the land use right for the illegally leased land at that time amounted to more than VND 7.956 billion.

Previously, in 2022, the NLD newspaper had published numerous articles reflecting on the issue of the land lot spanning over 4,700 square meters, which was originally planned as a public park but was leased to an individual for 50 years by the district.

The land leased to Ms. K is located in the heart of the district, next to Tan An Lake, a prominent feature of Krong Pak. After obtaining the lease, Ms. K constructed various structures, including a wedding restaurant, a cafe, and multiple buildings over Tan An Lake.

According to the reporter’s findings, in August 2015, Ms. K paid VND 30.7 million in land rent, and was exempted from payment in subsequent years. In 2018, the State Audit Office of Region XII concluded and collected an additional VND 37 million in land use fees from Ms. K.
